Project Name and Tender Description

1. Project Name: Tender for the Contracted Operation Services of Online Wastewater Monitoring Equipment for the Meat Duck Slaughter Production Lines at the Guozhuang and Nanhetou Facilities of Hebei Leshou Duck Industry Co., Ltd.

2. Tender Instructions:

① This tender selects the supplier based on a comprehensive evaluation of the online monitoring equipment for wastewater from meat duck slaughter production lines, along with service prices and payment terms offered by each manufacturer. The selection process will follow the "Hebei Leshou Duck Industry Co., Ltd. Supplier Management System," and the winning supplier will sign an annual service agreement.

②. Wastewater treatment volumes and standards for the two plant areas:

The Guozhuang plant area has one treatment pond with a daily processing capacity of 3,000 tons, and its water treatment standard allows for direct discharge of Class IV surface water.

The NanheTou plant area has two treatment ponds with a daily processing capacity of 1,500 tons, and the water treatment meets Level-3 standards before being discharged into the municipal network.

③、Service Facilities:

Online monitors for Chemical Oxygen Demand (CODcr), Ammonia Nitrogen, Total Nitrogen, and Total Phosphorus, along with automatic water quality samplers, pH meters, open-channel flow meters, UPS power supplies, intelligent data acquisition units, video surveillance systems, and access control systems, among others.

If replacement or additional items are required, please specify the model numbers and prices in detail in the bidding document.

Bidding Requirements

(1) Operational Service Standards and Service Requirements

Bidding manufacturers must strictly operate the company's online monitoring equipment system for pollution sources in compliance with national laws, regulations, standards, and guidelines, as detailed below:

1. "Measures for the Administration of Automatic Monitoring of Pollution Sources," National Environmental Protection Administration Order No. 28;

2. "Administrative Measures for the Operation of Automatic Pollution Monitoring Facilities" (Huan Fa [2008] No. 6);

3. "Measures for Self-Monitoring and Information Disclosure by Key National Supervision Enterprises (Trial)" and "Key National Supervision Enterprises

Measures for Regulatory Monitoring and Information Disclosure of Pollution Sources (Trial) (Document No. [2013]81 of the Ministry of Environmental Protection)

4. Technical Specification for Information Transmission and Exchange of Automatic Monitoring Systems for Environmental Pollution Sources (Trial) (HJ/T352-2007);

5. Technical Specification for the Installation of Online Monitoring Systems for Water Pollution Sources (Trial) (HJ/T 353-2007);

6. Technical Specification for Acceptance of Online Monitoring Systems for Water Pollution Sources (Trial) (HJ/T 354-2007);

Note: All standards are applied according to the latest version.

(II) The company's specific service requirements are as follows:

1. The operating unit must assign two operations and maintenance personnel specifically responsible for managing the company’s online equipment. Upon receiving an abnormality notification from the environmental protection department regarding equipment, operators must arrive at the site within 2 hours.

2. The operating unit ensures that each online device maintains an average daily transmission efficiency of at least 95%.

3. The operating unit is responsible for inspecting, maintaining, and calibrating the on-site online monitoring equipment. Inspections must be conducted at least once a week, while maintenance and calibration should be performed regularly according to national requirements, with written records kept for each procedure.

4. In the event of inspections by government departments or higher authorities, the operating unit must assign a dedicated person to be present on-site at all times, ensuring full cooperation.

Online operation is functioning normally;

5. The operation and maintenance unit may need to temporarily shut down the system for essential tasks such as repairs, replacements, or adjustments. Prior to carrying out these activities, the unit must notify Party A’s Environmental Protection Department and the higher-level environmental authority in advance. Implementation can only proceed after receiving their approval. If equipment failure cannot be resolved within 48 hours, the operation and maintenance unit must promptly replace it with a backup unit to ensure uninterrupted data transmission, and must also work closely with Party A’s Environmental Protection Department to promptly submit an abnormality report to the higher-level environmental authority.

6. If the automatic monitoring facilities for pollution sources fail and cannot operate normally, the operation and maintenance unit must report the issue to the local environmental protection department within 3 hours of the failure. They should also promptly arrange for repairs to ensure full restoration of operations within 2 days, while simultaneously notifying Party A and relevant management authorities. After the equipment is repaired, the operation and maintenance unit must verify the system’s functionality, keep a detailed repair record on-site, and submit a repair report to the company within 3 hours.

7. The operating unit is responsible for managing the ledger of all online equipment; maintenance records, inspection logs, and other relevant documents must be neatly arranged and fully available on-site.

8. Operation and maintenance of online water quality monitoring equipment, including operations, chemical management, calibration, and quarterly online comparison monitoring.

9. The operating unit will assign a dedicated person to come to the site and provide operational training for the company’s environmental management personnel, on-site operators, and others.

10. During the contract signing period, all negative impacts or consequences resulting from online equipment failures shall be fully borne by the operating entity.

11. For equipment that has been out of operation for an extended period, the operating unit is responsible for conducting a comprehensive maintenance and cleaning of the equipment, followed by on-site sealing and storage. Upon reactivation, the unit will handle all tasks, including unsealing, powering up, calibration, routine maintenance, and ensuring networked operation.

12. The operating unit is responsible for software maintenance of the equipment and will upgrade the software as required by the Environmental Protection Bureau.

13. Operational personnel entering the site must wear safety helmets, safety shoes, and work uniforms, and comply with Party A's management regulations.

14. During the annual service period, the operating unit will provide a complete set of chemicals required for the equipment, issue written instructions for both the equipment and the chemicals, and take responsibility for training and guiding the client’s staff to operate according to these instructions, with documented proof of training signed by all parties involved.

15. Hazardous waste, such as waste alkaline liquid generated by online monitoring equipment, will be handled through mutual consultation between the two parties.

5.1 Preparation of Bidding Documents

5.1.1 Bidders should carefully read all contents of the tender documents, submit a complete bid package, and ensure its authenticity. Any non-authentic bid documents will be deemed invalid.

5.1.2 Bid Document Format

Bidding applicants must submit their tender documents using the format provided in the tender documents.

5.2 Composition of the Bid Documents

5.2.1 The bid document should include the following sections; refer to the bid document format for specific content and formatting guidelines:

1. Bid Letter 2. Authorization Letter from the Legal Representative, detailed in the attached format; 3. Detailed Service Proposal for the Operating Unit, including service scope and delivery methods (if online monitoring equipment needs to be replaced or upgraded, please specify the model and price clearly in the bid); 4. Operational Costs and Payment Terms; 5. Bidders' Qualification Documents (with official company stamp); 6. Company Profile and Key Achievements.

5.2.2 The bid documents should be bound into a volume in A4 size;

5.3 Number of Bidding Documents and Signatures

5.3.1 The bid documents should be submitted in four copies: one original and three duplicates. In case of any discrepancies between the original and the duplicates, the original shall prevail. Any necessary corrections or amendments to the bid documents must be signed by the original signatory and stamped with the official seal.

5.3.2 All bid documents must be free of alterations and inserted lines, unless such changes have been made in accordance with the instructions provided by the tenderer.

5.4 This tender involves a comprehensive quotation. All costs associated with responsibilities and obligations explicitly or implicitly required to fulfill the contract must be included—there will be no additional charges beyond the quoted amount.

Bid opening time and location

Our company will publish the tender documents on December 11, 2022, on the Leshou Group and Leshou Duck Industry official websites, as well as on their official WeChat public account. All bidding companies are requested to submit their bid documents, along with company qualifications and other required materials—either in person or via mail—to the following address by December 22, 2022: Leshou Agricultural & Pastoral Group Tender Procurement Office (3rd Floor, Administration Department), Qilizhuang Village, Leshou Town, Xian County, Cangzhou City, Hebei Province. Please note that receipt of your bid documents will serve as a prerequisite for participation in the opening ceremony. The company has scheduled an online comprehensive bid opening and evaluation session to take place at 9:00 AM on Friday, December 23, 2022, in our conference room.
