1. Project Name: Bidding Documents for the Contracting of Canteen Supplies at Leshou Agricultural and Pastoral Group
2. This tender is for the contracting of canteen supplies for Leshou Group and its subsidiaries, conducted in accordance with the company’s bidding procedures. The transportation provider selected through the bidding process will sign a formal contract with the company.
3. Scope of the Tender
Canteen Tender Details and Requirements: The canteens serve a total of 2,000 employees across the entire group, providing breakfast, lunch, and dinner daily. This includes five canteens located at the Leshou Group headquarters, Leshou Duck Industry’s Nanhetou Factory, Leshou Duck Industry’s Guozhuang Factory, Leshou Duck Industry’s Breeding Duck Farm, and Letong Feed. The annual procurement budget for various canteen supplies is approximately RMB 2 million, subject to actual spending.
Le Shou Group and Le Tong Feed Canteen are located in Qili Zhuang Village, Leshou Town. The Leshou Duck Industry South Hetao Factory Canteen is situated in the Southern City Industrial Zone (Danqiao Village), while the Leshou Duck Industry Guozhuang Factory Canteen is located in Wang Yaojing Village, Guozhuang Town. Lastly, the Leshou Duck Industry Breeding Duck Farm Canteen is found in Yechang Village, Duancun Town.
The cafeteria's procurement includes: vegetables such as eggs, cabbage, radishes, potatoes, and seasonal greens like scallions, ginger, and garlic;
Grains and Oils: Rice, millet, flour, cooking oil, and more;
Flour-based dishes: steamed buns, large flatbreads, fried dough sticks, stuffed buns, pickled vegetables, and more;
Meat: chicken, pork, fish, beef and lamb, etc.;
Seasonings and other items: chicken essence, monosodium glutamate (MSG), table salt, vinegar, food containers, disposable chopsticks, supermarket supplies, liquefied gas, and more;
Bidders may submit tenders for either a single category or multiple categories of canteen supplies, or they can bid on one or more specific items of canteen equipment.

1. This tender is a supplier access tender conducted in accordance with the company’s Supplier Management System. Bidders may submit offers for either a single category or multiple categories of canteen procurement items simultaneously. Suppliers who successfully pass the tender will be added to the company’s approved supplier roster, where they will undergo regular evaluation and periodic adjustments. The specific items, quantities, and prices for procurement will be determined solely based on individual purchase orders.
2. Supplier Qualification Requirements
1) Businesses with valid business licenses, food operation permits, and other relevant qualifications will be given priority for shortlisting.
2) The supplier possesses strong supply capabilities, a solid corporate reputation, and excellent after-sales service support;
3) Suppliers must provide inspection reports for the delivered items or certificates of food safety compliance.
4) Suppliers should voluntarily comply with the company's relevant rules and regulations—compliance is management.
Supply prices and payment terms
During the bid opening, food supply prices will be quoted based on the rates as of February 16. Prices will be delivered ex-factory, and manufacturers will be evaluated against these pricing criteria to determine their eligibility for shortlisting. For each subsequent procurement, the retail price list will be provided by the shortlisted and awarded suppliers, after which the company will compare prices before making the purchase. This tender will be settled according to the actual quantity required, with the settlement method to be mutually agreed upon by both parties.
Supply Method
The purchaser will notify the winning bidder of the next day’s food procurement plan one day in advance. The winning bidder must deliver the food to the designated location according to each plant site’s specific requirements and complete the acceptance and delivery process. Under no circumstances may the winning bidder refuse to supply or arbitrarily alter the food items. If, due to special circumstances, timely delivery becomes impossible, the bidder must inform the purchaser in advance and obtain approval before making any adjustments. For any last-minute additions or changes to the order, the purchaser will notify the winning bidder at least 3 hours ahead of time. In response, the winning bidder must arrange for free delivery within the specified timeframe—absolutely no refusal to supply or deliver under any pretext. Additionally, if unforeseen events such as typhoons or heavy rainfall necessitate temporary adjustments to specific items, the winning bidder must first notify the purchaser. Delivery can only proceed after the purchaser reviews and approves the proposed changes.
Bidding process provides documentation
1. Bidders must provide copies of their business licenses and other qualification documents, along with inspection reports (if available, stamped with the official company seal), or valid personal identification documents (such as an ID card).
2. Supplier profiles, business performance, and service advantages (including details and explanations on warehousing capabilities, service solutions, transportation conditions, and other relevant information), as well as case studies of clients already partnered with us.

Schedule
Our company will publish the tender documents on February 6, 2023, on the Leshou Group website, the official website of Leshou Duck Industry, and its official WeChat public account. All bidding companies are requested to submit their bid documents, along with company qualifications and other required materials—either in person or by mail—to our company by February 17, 2023, as specified in the tender documents. The company has scheduled an offline comprehensive bid opening and evaluation session to take place on Saturday, February 18, 2023, at 9:00 a.m. in our company conference room.
