Project Name and Tender Description

1. Project Name: Renovation Project for Environmental Control Equipment in the Drying Yard Hall of Workshop No. 2, Nanhetou Facility, Leshou Duck Industry.

2. This tender is for the renovation and construction of environmental control equipment in the drying hall of Workshop No. 2 at the Nanhetou Plant of Leshou Duck Industry, conducted according to the company’s bidding procedures. The winning bidder will sign a formal construction contract with the company.

3. Scope of Tender and Construction Requirements

3.1 General Requirements:

After the renovation of the environmental control equipment in the drying hall of Workshop No. 2, the airflow distribution within the hall is now uniform, with consistent temperature and humidity levels across all areas. This ensures complete circulation of indoor and outdoor air, allowing full utilization of natural ventilation during spring and autumn. In summer, the system enhances cooling efficiency while also incorporating dehumidification capabilities.

3.2 Construction Plan

The project is divided into three parts:

(1) Centrifugal fan installation,

To increase airflow in the west-side drying area and enhance the air-drying process, it is proposed to repurpose 22 idle centrifugal fans currently available in the existing workshop. These fans will be dismantled and installed along the western side of the drying hall. The construction team will charge for installation services as well as any necessary auxiliary materials.

(2) Installation of the chilled water coil fan box, which features simultaneous space dehumidification during cooling.

We plan to add one fan unit and a fresh-air system to the west side of Workshop No. 2. The fan unit will help dehumidify the area, while the fresh-air system will enhance natural ventilation. Both the fan unit and the fresh-air system will be connected via ductwork, delivering air into the drying hall. Once inside, the system will be strategically arranged according to the hall’s layout, ensuring balanced airflow and uniform distribution of temperature and humidity across both the east and west sides of the space.

Currently, the three air-source units in the eastern section of Workshop No. 2 are connected to the chilled-water fan coil units. Before installation, each of these three air-source units must undergo thorough inspection and testing to ensure they are fully functional.

(3) Axial fan installation to increase billet blowing air volume

We plan to add another set of axial fans next to the existing ones—approximately 30 units in total. In the eastern area, we’ll install 2 to 3 additional sets, with 10 fans per set, each equipped with its own independent switch. This upgrade is designed to enhance the drying efficiency of the duck carcasses.

1. Contracting Method:

The bidder will design the construction plan according to the overall requirements of the project owner, prepare the construction plan based on the design, and then compile a bid quotation that covers both labor and materials for this proposed solution.

2. Quality Standards

All comply with current national or industry design codes and construction acceptance standards, meeting or exceeding quality requirements.

3. Scope of the Tender

Including the design plans, construction plans, and bid quotations for all elements covered under the first construction item.

Bidding Requirements

1. Quotation Structure and Payment Terms

The quotation includes tax. Payment terms are as follows: 30% of the project amount will be paid after construction begins on-site. Once construction is completed and passes inspection, and after the client has used the project for one month without any quality issues, the final settlement will be calculated based on actual costs. An invoice covering the full settlement amount will then be issued, and 65% of the settlement price will be paid. The remaining 5% will be paid in full after the one-year warranty period ends.

2. Construction Schedule Requirement: Completion within one month from the date the construction contract is signed after the bidding process is finalized.

3. Evaluation Criteria:

a. The materials, specifications, and models used in the plan are clearly defined, with a structure that is both reasonable, safe, and practical.

b. The construction plan is well-organized, with quality and progress under control, and safety measures fully in place.

C. The bid price is reasonable and offers excellent value for money.

D. Maintenance and repairs are carried out promptly and effectively.

4. Award Method: Awarded based on the lowest responsive bid after evaluation.

Note: Within 3 days of being awarded the contract, the bidding company must sign the contracting agreement (or protocol).

Bidding Method

Our company will publish the tender documents on the official website and WeChat official account of Leshou Group on March 28, 2023. All bidding units are requested to submit their bid documents, company qualifications, and other relevant materials—either in person or by mail—to our company by April 6, 2023, as specified in the tender documents. The company will conduct the on-site comprehensive bid opening and evaluation meeting on Friday, April 7, 2023, at 9:00 a.m. in the conference room of the Duck Industry Company.
