Tender Notice: Wall Repair for Factory Buildings, Road Surface Maintenance, and Resurfacing at Hebei Leshou Duck Industry and Hebei Letong Feed Plant Areas

1. Project Name: Repair of Wall Surfaces at Leshou Duck Farm and Letong Feed Factory, Repair of Damaged Road Surfaces, and Road Restoration & Hardening Project.

2. This tender is for the construction project of wall repairs at the company’s newly built Leshou Duck Farm and Letong Feed Plant facilities, as well as repairs to damaged road surfaces and subsequent resurfacing with hardened pavement. The bidding process will follow the company’s established procurement guidelines, and the winning bidder will sign a formal construction contract with the company.

3. Scope of Tender and Construction Requirements

(1) Repair project for the peeling walls at the Letong Factory Building, Letong Brick Warehouse, and Duck Farming Facility

The construction work includes repairing the peeling walls at the Letong Factory building and repainting them entirely; restoring the peeling walls of the Letong Brick Warehouse and giving them a fresh coat of paint throughout; and fixing the peeling walls in the Duck Industry Factory, which includes two cylindrical silos, also requiring full repainting. Construction plan: The project involves repairing and repainting all three factory buildings—Letong Factory, Letong Brick Warehouse, and Duck Industry Factory—where walls have peeled off. Specifically, the Letong Factory covers approximately 1,500 square meters, the Letong Brick Warehouse spans about 1,950 square meters, and the Duck Industry Factory, including its two cylindrical silos, totals roughly 1,700 square meters.

Construction requirements:

1) Exterior Wall Base Treatment

Remove the existing exterior wall paint; scrape off any bulging or peeling exterior wall materials, repair the areas with cement mortar, and then apply two coats of exterior waterproof putty to achieve a smooth finish.

2) Exterior wall painting

Apply two coats of paint overall, following the original style (including the wainscoting). For walls with cracks, first treat them with a mesh reinforcement, then apply two coats of exterior-grade putty followed by two additional coats of paint.

3) All steps—including base treatment, the first coat of putty, the second coat of putty, the first coat of paint, and the second coat of paint—must be inspected and approved by the representative from the client before proceeding to the next construction phase.

(2) Le Shou Feed Factory North Road Restoration Project

The project proposes to pave the land area designated for the geothermal heat pump well locations, with a construction area of approximately 1,100 square meters.

Construction Plan:

1) North-side plot of the warehouse: Repair the water drainage area with a 3.5-meter-wide, 100-mm-thick concrete pavement extending northward.

2) Land plots on the east side of the warehouse building and west side of the restaurant: All green belts to the north will be fully restored with a 100-mm-thick concrete pavement.

3) Drainage: The northern plot of the warehouse area slopes downward from south to north, with the highest point in the middle running east-west and lower elevations at both ends. Rainwater will be drained into the existing west-side inlet and a newly constructed inlet on the east side. Additionally, the existing rainwater inlets within the eastern side of the warehouse area and the western side of the restaurant area will be lowered in elevation. A new rainwater inlet will also be built at the southeast corner of the restroom. These two inlets will be connected using HDPE double-wall corrugated pipes. All water collected from this area will eventually flow into these two inlets, with the exact elevations to be determined on-site.

Engineering practices:

Concrete pavement: Compacted subgrade, 150 mm of 2:8 lime-soil layer, topped with 100 mm of C30 concrete.

Catch basins: brick-built inspection chambers with concrete stormwater grates

Drainage Pipe: 300 HDPE Double-Wall Corrugated Pipe

(3) Repair Plan for Damaged Road Sections Within the Letong Feedyard Premises

The total construction area is approximately 772 square meters. Construction plan:

1) Ground pump station: Approximately 29 meters long, 4 meters wide, and covering about 117 square meters.

2) Ground pump south: L-shaped, approximately 16 meters long and 6.8–8.6 meters wide, covering about 104 square meters

3) Ground Pump West Shaft: L-shaped, approximately 4.3 meters long and 3–4 meters wide, covering about 13 square meters.

4) Ground pump station: Irregularly shaped, measuring 13.2 meters in length and approximately 10 meters in width, covering about 113 square meters.

5) Brick warehouse northwest corner: Shaped like a trapezoid, 5.5 meters high, approximately 5 meters long, covering about 22 square meters

6) Southwest corner of the brick warehouse: Irregularly shaped, measuring 13.2 meters in length and approximately 15 meters in width, covering about 158 square meters.

7) Brick Warehouse South Gate: Irregularly shaped, measuring 27 meters long and approximately 11 meters wide, with a total area of about 199 square meters.

8) North Gate Entrance: Approximately 9.8 meters long, about 4.7 meters wide, covering roughly 46 square meters.

Engineering practices:

1) Remove damaged pavement and transport the debris away.

2) Foundation Treatment: Original soil will be compacted and夯实 (tamped), and a soil replacement方案 (scheme) will be implemented depending on the condition of the weak foundation.

3) Lean concrete foundation (two-step, 150 mm thick, 2:8 lean concrete), or alternatively, a single-step lean concrete layer—or even direct utilization of the existing original lean concrete foundation—depending on the actual conditions revealed after excavation.

4) 200mm-thick C30 concrete pavement, with a single-layer, two-way reinforcement of Grade III steel bars, 10mm in diameter, spaced at 200mm intervals. Expansion joints should be provided where spans exceed 6 meters, depending on site conditions.

5) At the joints between the newly poured concrete and the existing concrete pavement, load-transfer rods will be installed. These rods are 500 mm long, made of smooth, round steel bars with a diameter of 20 mm, spaced 300 mm apart. They are positioned in the middle of the slab thickness and extend into the existing concrete by 250 mm, with the embedded portion coated in asphalt.

Bidding Requirements

5. Construction Schedule Requirement: Completion within one month from the date the construction contract is signed, following the conclusion of the bidding process. A penalty of 1,000 yuan will be imposed for each day of delay, along with compensation for any losses incurred by the project owner due to the延期.

2. Quality Standards: Exterior walls coated with paint must have the existing coating thoroughly cleaned. Areas with hollow spots, dampness, efflorescence, or cracks should be repaired to ensure a solid and smooth surface. Additionally, crack-prone areas at the junctions between concrete and block walls must be reinforced with anti-crack mesh fabric or other suitable measures, ensuring all repairs meet strict quality standards and pass inspection.

3. Scope of Tender: All items included in the scope of construction.

4. Breakdown of the quotation, quotation method, and payment terms

Quote breakdown: Design drawings and the bill of quantities include everything;

Quotation method: The bidder shall submit a price according to the tender requirements, providing a formal invoice (a standard VAT invoice is sufficient). The quoted price includes tax.

Payment Terms: The project quotation is inclusive of taxes and presented as a detailed price list. There is no upfront payment; instead, each work process will be inspected individually. Final payment will be made after the overall project passes comprehensive acceptance, based on the actual completed volume of work multiplied by the winning bid's comprehensive unit price. On-site self-inspection of the construction site ensures that no additional costs will be incurred due to increased construction difficulty or unforeseen measures.

5. Construction Schedule Requirement: Completion within one month from the date the construction contract is signed after the bidding process concludes. A penalty of 1,000 yuan will be imposed for each day of delay, along with compensation for any losses incurred by the project owner due to the延期.

6. Award Method: Awarded to the lowest responsive bid following a comprehensive evaluation.

Note: Within 3 days of being awarded the contract, the bidding company must sign the contracting agreement (or protocol).

Quotation provides supporting documents

1. The bill of quantities for the bid price, confirmed and signed by the bidder.

2. Construction organization plan corresponding to the bid quotation (including construction methods and quality assurance measures)

3. Samples of main materials (coatings, anti-rust paints), including brand, specifications, and model numbers, shall be sealed on-site for future reference.

Submission of Bid Bond (Bank Payment Receipt)

Bidders are required to submit a bid security deposit of RMB 20,000. For companies that do not win the contract, the deposit will be refunded to the original payment account within 7 working days after the announcement of the winning results. For companies that successfully secure the contract, the deposit will automatically be converted into a performance bond. Once the construction work is completed and approved by our company, the deposit will be returned to the original payment account within 7 working days. The warranty deposit specified in the contract will be handled according to the terms outlined therein. Our company will publish the tender documents on March 9, 2023, on the official website and WeChat official account of Leshou Group.
