1. Project Name:

Section 1: Duckling Transportation Project for the Breeding Division of Hebei Leshou Duck Industry Co., Ltd., with a planned release of 20 million ducklings in 2024.
Section 2: Feed Transportation Project for the Breeding Duck Division of Hebei Leshou Duck Industry Co., Ltd., with a planned feed distribution of 13,000 tons in 2024, covering various townships and rural areas in Xian County. (It is best to carry out feed transportation directly from the farm to the duck farms, minimizing cross-transportation with poultry farmers.)
Shipping addresses: Dong of Yechang Village, Duancun Town, Xian County; South of Zita Village, Beishou Town, Xian County; East of Xiaomeizhuang Village; Northwest of Xiaomeizhuang Village; Dawangzhuang Village, Chenzhuang Town; and Huozhuang Village, Guozhuang Town—subject to the company’s final arrangements.
2. This tender is for the annual cooperative procurement of ducklings and feed from Leshou Duck Farming, conducted in accordance with the "Supplier Management System." Suppliers selected through the bidding process will sign a transportation agreement, with the collaboration period running from the contract signing date until December 31, 2024.

Bidding Details and Requirements

Section 1: Duckling Transportation, Vehicle Type: 4.2 Rice

1. The bidding company will transport the ducklings according to the company’s requirements, ensuring that the vehicles are in proper working condition and committed to completing the transportation task without disrupting the company’s production.

2. The bidding company’s vehicles comply with relevant national regulations, and all necessary certificates, licenses, and insurance documents are fully in place, ensuring the vehicles are in excellent condition. Disinfection is carried out strictly according to the "Regulations on Disinfection Management for Duckling Transport Vehicles."

3. Bidding companies must ensure that their drivers possess valid driving licenses corresponding to the vehicle models they operate, have comprehensive insurance and all necessary fees paid up-to-date, and are in good health—free from infectious diseases and chronic illnesses.

4. Bidding companies' drivers must comply with the company's vehicle dispatch arrangements and management. The company will inform bidding companies of the transportation schedule in advance, and bidding companies are required to deliver the ducklings to the designated location as per the company’s instructions.

5. Bidding companies’ drivers must operate vehicles safely while performing transportation tasks, adhere to professional ethics, and adjust the quantity of ducklings transported seasonally as per company guidelines—ensuring proper ventilation and adequate insulation—to guarantee the safe delivery of ducklings. Should any traffic incidents during transit result in the death, damage, or loss of ducklings, the bidding company will be fully responsible for compensating for the resulting financial losses. Additionally, the bidding company shall bear sole responsibility for any vehicle accidents, damages, or injuries to personnel occurring during driving or while the vehicle is en route.

6. If the bidding company has special circumstances preventing it from fulfilling the transportation task, it must notify the company at least 2 days in advance and comply with the company’s arrangements. Failure to do so without valid reason, resulting in delays in delivering the ducklings, will require the bidding company to compensate the company for the resulting financial losses.

Section 2: Feed Transportation, Vehicles Type: 4.2 Rice

1. The company will hire the bidding firm’s vehicles for feed transportation, ensuring a steady monthly supply of feed transport assignments. In return, the bidding firm guarantees that its vehicles remain in proper working condition at all times, reliably fulfilling the transportation tasks without disrupting the company’s production.

2. The bidding company’s vehicles comply with relevant national regulations, and all necessary certificates, licenses, and insurance documents are fully in place, including the Vehicle Registration Certificate (Green Book), Vehicle Registration Card, Driver’s License, Business License (if applicable), and the vehicles are in excellent condition.

3. The bidding company is responsible for regularly disinfecting vehicles and equipment—at least once a week under normal circumstances, but must comply with company regulations when there is an outbreak in the surrounding area.

4. Bidding companies must ensure that their drivers possess valid driving licenses corresponding to the vehicle models they operate, have comprehensive insurance and all necessary fees paid, and are in good health—free from infectious diseases and chronic illnesses.

5. Bidding companies' drivers must comply with the company’s vehicle dispatch arrangements and management. The company will inform bidding firms of the transportation schedule in advance, and bidders are required to communicate with the company ahead of time regarding road conditions and other relevant details. Vehicles must arrive punctually at the designated duck farms.

6. The bidding company is responsible for counting the number of feed loads, arriving at the duck farm within the specified timeframe, and handling the unloading of the feed. During the transportation process, the bidding company must refrain from drinking alcohol and must not alter the designated route without authorization. Any violation of these regulations will result in penalties imposed by the company (with deductions made from the final freight payment).

7. Bidding companies must ensure their drivers operate vehicles safely and adhere to professional ethics. If, during transportation, accidents or breakdowns occur—resulting in damage or loss of feed—the bidding company shall be fully responsible for compensating the resulting financial losses, with deductions first made directly from the security deposit. Any remaining shortfall will be covered by the bidding company.

8. Any vehicle accidents occurring during transportation that result in personal injury or death, as well as cargo losses caused by quality issues—such as moisture damage due to rainy weather—due to poor management by the bidding company, shall be the sole responsibility of the bidding company. Additionally, any injuries or fatalities occurring during the unloading of feed shall also be the responsibility of the bidding company.

9. If a bidding company has special circumstances preventing it from fulfilling the transportation task, it must notify the company at least 2 days in advance and comply with the company’s arrangements. Failure to do so without valid reason, resulting in delays in material delivery, may lead the company to impose appropriate penalties on the bidding company (e.g., deducting the amount from settlement payments).

Payment Methods

 
Section 1: Duckling Transportation: Bidding companies must settle transportation fees at the company by the 30th of next month or before, presenting invoices that have been verified with the company. The transportation area covered by bidding companies is within the Xian County region, where the rate is ___ cents per duckling (based on the number shipped from the factory). Outside Xian County, the rate is ___ cents per duckling (again, based on the factory-shipped quantity). In the event of a freight rate adjustment, the new rates will take effect from the date specified in the company’s official document.
Section 2: Feed Transportation: Bidding companies should submit invoices verified against the company's records to the company for freight settlement by the 30th of the following month or before ___. The freight rate is __ yuan per ton (including loading and unloading fees). In the event of a freight rate adjustment, the new standard will take effect from the date the company issues the relevant document.
 

Bid Winning Method

Awarded based on the reviewed lowest reasonable price.
Note: Within 3 days after a bidding unit wins the contract, a transportation agreement must be signed. The company requires winning drivers and vehicles to pay a vehicle deposit of RMB 30,000 per bid section, which will serve as a performance bond under the contract. This deposit will be refunded upon termination of cooperation.

Bid opening time and location

Our company will publish the tender documents on the official website and WeChat official account of Leshou Group on January 18, 2024. All bidding companies are requested to submit their bid documents, along with company or individual qualifications, either in person or by mail to our office by January 25, 2024, as specified in the tender documents. The company will conduct the comprehensive on-site bid opening and evaluation meeting at 3:00 PM on Friday, January 26, 2024, in Conference Room No. 1.
