Revitalizing industries is the cornerstone of rural revitalization and the essential prerequisite for addressing all challenges in rural areas. Rural industries are rich in content and diverse in types: agricultural product processing enhances the value of farming, specialized rural industries broaden the scope of economic activities, leisure agriculture expands the functional dimensions of agriculture, and emerging rural service sectors enrich the variety of business models—all of which collectively contribute to boosting agriculture, fostering rural prosperity, and helping farmers achieve greater wealth. In recent years, the environment for rural innovation and entrepreneurship has steadily improved, giving rise to a surge of new industries and business models. As a result, rural industrial development has yielded positive outcomes. However, challenges remain, such as relatively short industrial chains, shallow integration across sectors, and insufficient vitality in key production factors. These issues urgently call for stronger guidance and accelerated growth. In line with the "Guiding Opinions of the State Council on Promoting the Revitalization of Rural Industries," this plan is formulated to accelerate the development of rural industries—particularly those centered on the secondary and tertiary sectors.

Currently, China is on the verge of fully building a moderately prosperous society and embarking on a new journey toward the comprehensive construction of a socialist modernization country—making the development of rural industries profoundly significant.
Developing rural industries is the vital foundation for the comprehensive revitalization of rural areas. Rural revitalization hinges on thriving industries as its foundation. To strengthen this foundation, we must attract more resources and factors, unlock greater functional value, diversify business models, and create a balanced landscape where urban and rural areas see smooth flow of resources, complementary industrial strengths, and effective market integration.
Developing rural industries is a crucial support for consolidating and enhancing the achievements of building a moderately prosperous society in all respects. After fully building a moderately prosperous society, as we embark on a new journey toward basically achieving socialist modernization, rural areas remain both the key focus and the toughest challenge. Developing rural industries, creating more local and nearby employment opportunities for farmers, and ensuring that farmers benefit more directly from the added value generated along the agricultural value chain—these are essential steps to solidify the gains made in building a moderately prosperous countryside and eradicating poverty, while also paving the way for further progress and growth.
Developing rural industries is a key engine for advancing the modernization of agriculture and rural areas. Agricultural and rural modernization is not only about upgrading technology and equipment and innovating organizational approaches—it also involves building a comprehensive modern agricultural industry, production, and management system. By developing rural industries, we can integrate modern industrial standards and people-oriented service principles into agriculture and rural areas, driving the scaling-up, standardization, and intensification of farming practices. This approach will help extend industrial chains vertically and expand industry forms horizontally, ultimately strengthening agriculture, enhancing rural landscapes, and improving farmers' livelihoods.
Section Two Current Development Status
Since the 18th National Congress of the Communist Party of China, the environment for rural innovation and entrepreneurship has continuously improved, driving rapid growth in rural industries and boosting farmers' employment, incomes, and the overall prosperity of rural areas.
The agricultural processing industry continues to grow. In 2019, the agricultural product processing industry generated operating revenues exceeding 22 trillion yuan, supported 81,000 large-scale agricultural product processing enterprises, and provided employment for more than 30 million people.
Rural specialty industries are thriving. A number of specialty towns and townships with industrial output exceeding 1 billion yuan, as well as specialty villages generating over 100 million yuan in revenue, have been established. Additionally, a range of locally-rooted, artisanal crafts have been unearthed, giving rise to more than 100,000 distinctive "local" and "native" rural brands.
。 The rural leisure tourism industry is rapidly growing. A number of high-quality leisure and tourism attractions have been developed, along with a selection of premium leisure travel routes. In 2019, leisure agriculture welcomed 3.2 billion visitor trips, generating over 850 billion yuan in revenue.

New types of rural service industries are accelerating their development. In 2019, the output value of agriculture, forestry, animal husbandry, and fisheries-related professional and supporting activities reached 650 billion yuan. Meanwhile, there were over 30,000 agricultural e-commerce businesses of various types, with rural online sales totaling 1.7 trillion yuan—of which 400 billion yuan came from online sales of agricultural products.
Agricultural industrialization is being deepened steadily. In 2019, there were 20,000 leading agricultural enterprises driving industrialization (including 1,542 national key enterprises), along with 2.2 million farmer cooperatives and 870,000 family farms—collectively helping 125 million farming households gain access to larger markets.
The scale of rural innovation and entrepreneurship is expanding. In 2019, the cumulative number of people returning to their hometowns or rural areas to start businesses and innovate exceeded 8.5 million, with 80% launching rural industry integration projects and over 50% leveraging "Internet+" for innovation and entrepreneurship. Meanwhile, more than 31 million individuals chose to start businesses in their hometowns. In recent years, regions across the country have accumulated valuable experience in fostering rural economic development. Focus on layout optimization , strategically coordinating resources and industries within the county to foster a clearly defined hierarchical structure featuring division of labor among county seats, central towns (townships), and central villages. Focusing on industry integration, Develop the secondary and tertiary industries, extend the industrial chain, and foster the integration of key players, business models, and shared interests. Focus on innovation-driven growth , develop new technologies, accelerate process improvements and facility upgrades, and enhance production efficiency. Focus on brand leadership , advancing green agriculture and strengthening agricultural brands by fostering regional public brands for agricultural products and well-known processing product brands, while also promoting distinctive local brands to enhance their market value. Emphasize linking farmers with the agricultural sector, establishing diverse mechanisms for sharing benefits, and ensuring that farmers can reap a larger share of the added value generated throughout the industry chain.

Currently, rural industries are facing a rare opportunity. Primarily: Policy-driven momentum is strengthening. Adhering to the principle of prioritizing rural and agricultural development, we are accelerating the implementation of the Rural Revitalization Strategy, attracting more resources and factors to rural areas. Meanwhile, "new infrastructure" initiatives are enhancing rural information networks and other critical infrastructure, spurring faster progress in integrated urban-rural development and optimizing the environment for rural industry growth. Market drivers are strengthening. The upgrading of consumption patterns is accelerating, with urban and rural residents increasingly demanding personalized, diversified, and high-quality goods and services. Leisure tourism and health-focused wellness consumption are steadily becoming popular trends, while the market potential for rural industry development remains vast. The technology-driven force is strengthening. The global wave of new technological revolution is surging forward, with a new round of industrial and technological transformations already gaining momentum. Biotechnology and artificial intelligence are being widely applied in agriculture, while 5G, cloud computing, the Internet of Things, blockchain, and other cutting-edge technologies are increasingly interwoven with the agricultural sector. As a result, innovative industries, business models, and approaches continue to emerge, driving the transformation and upgrading of rural industries.

Meanwhile, rural industry development faces several challenges. Primarily: The uncertainty surrounding economic globalization is growing. The COVID-19 pandemic has shaken the global economic landscape, prompting adjustments and restructuring of global supply chains, as well as a profound evolution in international industrial division. This has significantly impacted the development of rural industrial chains in China. The bottleneck in resource factors remains prominent. There are still numerous barriers to the flow of capital, technology, and talent into rural areas. A stable funding mechanism for sustained investment has yet to be established, while talent incentives and support systems remain inadequate. As a result, social capital lacks sufficient motivation to invest in rural development. Additionally, rural areas continue to suffer from weak infrastructure, including limited access to reliable networks, telecommunications, and logistics services. The development approach is relatively extensive. Overall, innovation capabilities remain relatively weak, with a clear tendency toward outward expansion. Currently, the ratio of agricultural product processing industry to total agricultural output stands at 2.3:1, significantly lower than the 3.5:1 level seen in developed countries. Additionally, the conversion rate for agricultural product processing is 67.5%, nearly 18 percentage points lower than that of developed nations. The industrial chain extension is insufficient. The primary sector lacks sufficient backward integration, the secondary sector is underdeveloped at both ends, and the tertiary sector is lagging in high-end development. Additionally, the mechanisms linking stakeholders remain incomplete, while issues such as small-scale, fragmented operations, low productivity, and weak competitiveness remain prominent. As a result, the task of transforming and upgrading rural industries remains daunting.
Chapter Two Overall Requirements

By unlocking the multifaceted value of rural areas, fostering innovation-driven growth, emphasizing cluster-based industrial linkages, extending industrial chains, enhancing value chains, and cultivating new drivers of growth, we will focus on prioritizing key industries, concentrating resource allocation, and vigorously advancing rural industries—laying a solid foundation for the modernization of agriculture and rural areas and achieving comprehensive rural revitalization.

——Deepening the expansion of rural specialty industries. Cultivate a group of industry clusters with distinctive advantages, each generating over 10 billion and even 100 billion yuan in output value. Develop a number of agricultural industrial towns (townships) with annual outputs exceeding 1 billion yuan, and successfully establish a range of locally renowned "Rural Brand" and "Local Specialty" products that reflect the unique heritage of their regions.

Following the principles of "grain at the head, food at the tail" and "agriculture at the head, industry at the tail," we will strategically align production areas, sales regions, and industrial parks to create a balanced development model where production seamlessly integrates with processing, products connect effectively with markets, and enterprises collaborate harmoniously with farmers.

Gathering in areas of advantage, Guide large agricultural enterprises to shift their focus downward, establishing dedicated processing raw-material bases and strategically positioning processing capacity in grain production zones, critical agricultural product protection areas, regions specializing in high-value agricultural products, and major aquaculture production hubs—ultimately reversing the current pattern of processing concentrated in urban areas while raw materials remain in rural regions. Gathering around central towns (townships) and logistics hubs, Deploy labor-intensive processing industries in agricultural powerhouse towns, commercial hubs, and logistics nodes to boost the local value-added of agricultural products, create employment opportunities for farmers in nearby areas, and foster seamless integration between industry and town development. Promote the development of advanced manufacturing equipment. Support a group of agricultural product processing equipment R&D institutions and innovative manufacturing enterprises, focusing on the development of information-based, intelligent, and engineering-grade processing equipment to enhance the localization rate of critical machinery. Leveraging cutting-edge technologies such as smart manufacturing, biosynthesis, and 3D printing, we will integrate and assemble a range of high-tech, versatile processing techniques along with complementary equipment, thereby elevating the overall sophistication of agricultural product processing.

Strengthen product processing , encouraging large leading enterprises to build standardized, clean, and intelligent processing plants, while guiding farmers and family farms to establish a number of home-based workshops, artisanal studios, and rural production facilities. These facilities will leverage standardized technologies to upgrade and enhance local specialties such as soybean products, traditional ethnic dairy goods, cured meats like bacon and sausages, ham, as well as time-honored crafts including paper-cutting, embroidery, batik, weaving, and pottery-making. Running a vibrant trade and logistics business , encouraging local areas to establish origin-based wholesale markets, logistics distribution centers, product procurement hubs, and large specialty supermarkets in regions with distinctive agricultural advantages. Additionally, supporting new types of business entities and agricultural wholesale markets in building on-site storage and preservation facilities, while promoting the development of online stores and chain retail outlets.

Building the supply chain with information technology. Connecting to the end consumer market, Guided by market demand, we will integrate and collaboratively align farmer production, enterprise processing, customer marketing, and end-consumer consumption, enhancing the supply side’s adaptability and flexibility to meet evolving demands. Additionally, we will implement the "Internet Plus" initiative to facilitate the distribution of agricultural products from rural areas into urban markets, refining and strengthening the supply chain system, operational service framework, and supporting infrastructure tailored specifically for online sales of agricultural goods. Develop "one industry per county" and "multiple counties forming a belt," fostering industrial ecosystems on a broader scale and at a higher level. This will give rise to micro-economic circles centered around "one product per village," small economic hubs anchored in agriculture-driven strong towns, mid-sized economic zones within modern agricultural industrial parks, and large-scale industrial clusters highlighting competitive advantages—ultimately shaping a circular, village-based development model for rural industries.

Leveraging resource advantages and identifying leading industries, we will develop a group of "small yet sophisticated, specialized yet beautiful" demonstration villages and towns under the "One Village, One Product" initiative, fostering a development model where one village drives growth in several others, ultimately linking multiple villages into cohesive clusters.
