Enhance emergency response capabilities and strengthen the safety defense line

- Leshou Duck Industry Company held the 2020 comprehensive emergency rescue drill -

Currently, the national "Two Sessions" are being held. To earnestly implement the spirit of the provincial, municipal, and county-level notices and leadership instructions on solidly ensuring safety production during the national "Two Sessions," further improve the company's safety production and fire protection work, strengthen emergency response capabilities and levels, and effectively resolve major safety risks of the company, the company held a comprehensive emergency rescue joint drill in the factory area on May 23, 2020. Participating units included the Emergency Bureau, Public Security Bureau, Environmental Protection Bureau, Fire Rescue Brigade, County Hospital, and Hebei Leshou Duck Industry Co., Ltd.

 

 

 

The drill officially started at 3:00 PM. The drill assumed a liquid ammonia leak accident in the refrigeration room causing personnel to be trapped, initiating the joint response plan. The drill was divided into four stages.

 

1. Initial Response

 

After the accident, Leshou Duck Industry Company quickly activated the emergency plan. The company's fire safety production leader led the micro fire station to the scene. The micro station chief inquired about the situation from the refrigeration room duty personnel. It was learned that one staff member fainted on site due to a liquid ammonia leak during maintenance in the refrigeration room. The smell was pungent, and the situation was very urgent. Based on the situation, the micro station chief arranged to evacuate surrounding personnel, set up a perimeter, assist operators in starting the accident fan and sprinkler system, call 120, and guide fire trucks and ambulances outside the door.

At the same time, the fire rescue brigade actively communicated with the Leshou Duck Industry alarm caller to understand the progress, reported to the county government and emergency bureau, and county leaders activated a county-wide joint emergency response, notifying the county public security bureau, environmental protection bureau, and county hospital to assist on site.

 

 

 

2. Investigation and Rescue

 

 

 

Upon arrival, the micro fire station chief immediately reported progress to the brigade commander, who ordered personnel to be divided into five groups: the first group for investigation and rescue, the second for on-site cooling and dilution, the third for water supply support, the fourth for perimeter security, and the fifth for safety observation.

The investigation and rescue group of four members wore heavy protective suits and carried toxic gas detectors and folding stretchers entering the refrigeration room. Meanwhile, the second group deployed two water guns to dilute the site.

Investigation found two trapped personnel near the liquid ammonia leak at the storage tank, unconscious due to ammonia inhalation. Rescuers immediately carried the trapped personnel out on stretchers and handed them to medical staff on site. Due to the special nature of ammonia, medical staff immediately removed contaminated clothing, washed skin and eyes, and administered oxygen as initial treatment.

 

 

3. Case Sharing and Introduction

 

After rescuing personnel, the on-site commander discussed with emergency experts and company safety leaders, deciding to re-enter the workshop under water gun cover to close valves and cut off materials, launching a final attack.

Valve closing and material cutting first required closing the storage tank connection pipe valves, cutting off the tank from the system, then starting ammonia unloading by opening the unloading water valve and then the unloading valve.

By this time, nearly half an hour had passed since the accident. During this period, fire rescue personnel bravely faced dangers, disregarded personal safety, and handled the situation with excellent skills and strong willpower. This was not only a test of skills but also of will. As needed, after handling, they washed the area with flowing water to minimize chemical harm.

 

 

 

4. Environmental Monitoring

 

While rescuers completed the emergency response, county ecological environment bureau personnel began monitoring the site environment. We now see ecological environment monitoring personnel holding real-time detectors monitoring the environment. Monitoring showed that the concentration of toxic ammonia gas in the air had dropped to standard levels, air quality returned to normal, and the accident was successfully handled.

 

This drill tested the company's emergency response capabilities and further strengthened coordination between the company and joint units. The drill was a complete success.

He hoped everyone would take this drill as an opportunity to continuously improve professional emergency response and joint defense capabilities, effectively resolve safety accident risks, and reduce loss of life and property.

This drill effectively improved the professional initial accident handling abilities of company managers and rescuers, strengthened all employees' safety awareness, and laid a solid foundation for ensuring safety production during the national "Two Sessions." The company will continue to strengthen safety standardization, strictly implement the "dual control" mechanism, and continuously move toward the goal of intrinsic safety.
