1. Project Name: Open Bidding for the 2023 Duck Blood Contracted Sales of Hebei Leshou Duck Industry Co., Ltd.
2.1 This tender is for the 2023 duck blood contract sales at the company’s Nanhetou and Guozhuang plants, conducted in accordance with the company’s bidding procedures. The winning bidder will sign a formal contract with the company. The contract period for this business operation runs from February 1, 2023, to January 31, 2024—spanning from after the 2023 Spring Festival to before the 2024 Spring Festival—totaling one year.
2.2 Tender Scope: The Nantou plant's duck carcass production line has a capacity of 50,000 ducks per day for duck blood products, with the actual quantity subject to production output. On average, live ducks weigh between 2.8 and 3.1 kg each. Meanwhile, the Guozhuang plant’s duck carcass production line can handle 110,000 ducks daily for duck blood products, with the exact number determined by actual production volume. Again, the average weight of live ducks falls within the range of 2.8 to 3.1 kg per bird.
2.3 Bid Qualifications and Requirements:
1) Candidates should have experience in processing, producing, and selling duck products, and must provide a business license and production/operation permit that comply with national safety and hygiene standards.
2) Able to organize and manage production and processing activities; the contractor is responsible for duck blood preservation and transportation.
3) In principle, two factories will be awarded to two different manufacturers. Bidding companies must pre-pay a bid security of 100,000 yuan into the client’s account; this amount can be converted into a deposit upon winning the contract. If a company does not win the bid but complies with relevant bidding regulations, the client will fully refund the security the day after the bid results are announced.
Bidding companies should transfer the bid security to the corresponding company account for the plant they intend to bid on.

4) Deposit: The deposit for the Nanhetou Factory is RMB 300,000, and for the Guozhuang Factory, it’s RMB 500,000. If awarded the contract, the winning bidder must transfer the remaining deposit to the company’s account within 3 days of receiving the award notification. Failure to do so by the deadline will be considered a waiver of the bid qualification, and the company reserves the right to forfeit the bid security.

Bid Winning Criteria
(1) The sales price of duck blood from Mao Ya is set higher than the quoted price of duck blood from Liuhe Group. CNY per piece, or % higher than the duck blood quote offered by Liuhe Group, settled on a per-piece basis. Regardless of the method chosen, the settlement must not fall below the local maximum price. Bidders will be awarded contracts in descending order of their bid prices.
(2) When price differences are minimal, the bid is awarded based on deposit and down payment amounts, ranked from highest to lowest.
(3) Under equal conditions, the original contract holder takes priority in winning the bid; in principle, the two factory sites cannot belong to the same entity.
The specific details will be determined by the bidding committee.
(4) After winning the bid, neither party may unilaterally terminate the contract—except in cases of force majeure—regardless of any market changes.
The deposit cannot be withdrawn; it serves as a contractual security deposit and will be returned upon expiration of the contract if it is not renewed.

5.1 Preparation of Bidding Documents
Bidders are required to carefully read all contents of the tender documents, submit a complete bid package, and ensure its authenticity. Any non-authentic bid documents will be deemed invalid.
5.2 Bid Document Format
Bidding applicants must submit their bid documents using the format provided in the tender documents.
5.3 Composition of the Bid Documents
The bid document should include the following sections; please refer to the bid document format for specific content and writing guidelines:
Bid letter; Power of attorney from the legal representative; Company profile; Price quotation sheet; Bidder qualification documents—All documents must be stamped with the official company seal.
5.4 The bidding documents should be bound in A4 size.
5.5 Number of Bidding Documents and Signatures
The bid documents should be submitted in duplicate, with one original and one copy. In case of any discrepancies between the original and the copy, the original shall prevail. If any errors or omissions in the bid documents require correction, the corrections must be signed by the original signatory and stamped with the official seal.

Our company will publish the tender documents on November 14, 2022, on the Leshou Group and Leshou Duck Industry official websites, as well as on their official WeChat public account. All bidding companies are requested to submit their bid documents, along with company qualifications and other required materials—either in person or by mail—to the following address by November 24, 2022: Leshou Agricultural & Pastoral Group Tender Procurement Office (3rd Floor, Administration Department), Qilizhuang Village, Leshou Town, Xian County, Cangzhou City, Hebei Province. Please note that receipt of your bid documents will serve as a prerequisite for participation in the bid opening.
