Notice from the General Office of the Ministry of Agriculture and Rural Affairs on the Announcement of the List of National Key Agricultural Industry Chains and Typical Counties for Comprehensive Industrial Chain Development

Xian County's meat ducks recognized as a national model county for agricultural industrial chains

To the Departments (Bureaus, Commissions) of Agriculture and Rural Affairs (Agriculture and Animal Husbandry) of all provinces, autonomous regions, and municipalities directly under the central government; and to the Agricultural and Rural Affairs Bureau of the Xinjiang Production and Construction Corps:

　　To implement the spirit of the Central Document No. 1 and the "Guiding Opinions of the State Council on Promoting Rural Industrial Revitalization," we are leveraging rural areas' unique resource advantages to build comprehensive agricultural value chains. In line with the "Guiding Opinions of the Ministry of Agriculture and Rural Affairs on Accelerating the Cultivation and Development of Comprehensive Agricultural Value Chains," our ministry has initiated a nationwide initiative to identify key national-level value chain clusters and exemplary county-level projects. After careful selection and recommendations by the agricultural and rural departments of each province (autonomous region, municipality), coupled with expert reviews and online public announcements, 31 key agricultural value chain clusters—including Beijing's facility vegetable industry—and 63 model counties, such as Baodi District in Tianjin, have been officially confirmed for development. These selections are now publicly announced.

　　Building a comprehensive agricultural industrial chain is a vital approach to seamlessly integrate production, processing, and sales; blend agriculture with culture and tourism; connect farming with science, technology, and industry; unlock agriculture's diverse functional potential; and drive high-quality development of rural industries. Approved key chains and model counties focused on building comprehensive agricultural industrial chains should concentrate on strengthening the competitive edge of their leading industries across the entire value chain, refine mechanisms that link farmers to these industries and share their benefits, optimize collaborative development frameworks spanning the upstream, midstream, and downstream sectors, and spearhead the transformation and upgrading of the entire industrial chain. Ultimately, these regions will serve as exemplary benchmarks for comprehensive agricultural industrial-chain development, keeping key industry players within the county-level economy while enabling farmers to capture a larger share of the added value generated throughout the entire value chain.

　　Agricultural and rural departments at all levels should prioritize the comprehensive advancement of key agricultural industrial chains and typical county-level initiatives, strengthening organizational leadership, scaling up policy support, fostering robust market players, enhancing supporting infrastructure, and effectively implementing strategies to build, extend, innovate, strengthen, and integrate these chains. This includes developing leading industries by establishing foundational links, expanding processing and distribution networks, driving innovation through technology, bolstering industrial clusters in specialized parks, and promoting integrated growth models that optimize the entire value chain. By doing so, we can create a resilient, fully integrated, environmentally sustainable, secure, and farmer-centric agricultural industry ecosystem—providing critical support for revitalizing rural areas and accelerating the modernization of agriculture and rural communities.
