[Policy Analysis] Explanation of Central and Provincial Fiscal Policies Aimed at Strengthening Agriculture and Benefiting Farmers in 2021

To deeply implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, as well as the requirements outlined in the Central Rural Work Conference, the No. 1 Central Document, and the provincial Party committee and government’s “agriculture, rural areas, and farmers” work plan, our province will continue to increase investment in agriculture, strengthen integrated project planning, and accelerate the modernization of agriculture and rural areas—all while staying focused on advancing the rural revitalization strategy and deepening structural reforms on the agricultural supply side. To help farmers and people from all sectors better understand the policies aimed at strengthening agriculture and benefiting farmers, and to effectively leverage these policies for guidance, the official WeChat public account of the Provincial Department of Agriculture and Rural Affairs will now release the key agricultural support policies for 2021.
Direct policy-based subsidies
1. Farmland Productivity Protection Subsidy. The funds from the farmland productivity protection subsidy policy are primarily allocated to support efforts aimed at maintaining and enhancing soil fertility. In principle, the subsidies are intended for farmers who hold contracted land-use rights and actively cultivate their fields. The subsidy amount is determined by calculating the agricultural tax-assessed land area established during the rural tax and fee reform, then subtracting from this figure any land areas that have been officially converted into non-cultivated land or designated for afforestation under government programs. Additionally, the calculation includes the actual planted area of newly developed farmland. The subsidy rate is comprehensively calculated based on the total subsidy funds received at the county level and the specific criteria used to determine eligibility. Notably, subsidies will no longer be provided for farmland already repurposed—for instance, land previously used as livestock farms, forested areas, large-scale grain fields converted into facilities for agricultural production, or land expropriated for non-agricultural purposes. Subsidies will also be withheld from long-term fallow land, as well as from "compensatory" land parcels in the context of land balance initiatives where the area or quality fails to meet suitable conditions for cultivation. Subsidy payments will be directly distributed to households via channels such as the "One Card (or Passbook) System." Meanwhile, each county (city, or district) will continue to follow guidelines issued by the Ministry of Finance and the Ministry of Agriculture and Rural Affairs, using criteria like the area of land under the second-round contract, tax-assessed farmland, confirmed land rights, or actual grain-growing acreage. Local authorities will tailor subsidy programs—determining eligible recipients, payment methods, and specific rates—to align with regional realities, ensuring the policy remains consistent and stable over time.
2. Agricultural Machinery Purchase Subsidy Policy. Eligible recipients include individuals engaged in agricultural production and agricultural business organizations. The program operates on a self-purchasing model, offering fixed-amount subsidies that are provided after the purchase has been made. Payments are settled at the county level and directly credited to the beneficiary’s bank account or household wallet. Subsidy amounts are calculated based on the average market price of comparable models from the previous year, with the subsidy ratio for most equipment typically capped at 30%. For central government-funded machinery, the maximum subsidy per unit does not exceed 50,000 yuan. Priority is given to supporting the production of key agricultural products such as grains and live pigs, as well as agricultural tools tailored for specialty farming in hilly and mountainous regions. Additionally, the program aims to promote green and digital advancements in agriculture by providing subsidies for relevant equipment. Information on subsidy benefits and the progress of fund disbursement is publicly available in real time. Farmers can check details by visiting the dedicated online portal for agricultural machinery purchase subsidy information in our province. Moreover, both the provincial-level application systems and the official mobile app for subsidy claims remain open year-round, allowing farmers to apply anytime after purchasing their equipment—either online or by visiting the local county-level agricultural and rural affairs office in person. Finally, the entire subsidy application process, from receipt of applications to final payment, is handled within a strict timeframe, ensuring completion within no more than 35 working days.
3. Agricultural Machinery Scrappage and Renewal Subsidy Policy. The policy of subsidizing the scrapping and upgrading of agricultural machinery will continue to be implemented across all agricultural counties (cities, districts, and farms) in the province, accelerating the phasing out of outdated equipment while promoting energy conservation, emission reduction, environmental protection, and safe agricultural practices. Eligible recipients of the subsidy include individuals engaged in agricultural production, as well as agricultural production and business organizations. These organizations encompass rural collective economic entities, farmer-based specialized cooperative organizations, agricultural enterprises, and other entities actively involved in agricultural production and operations. Machinery eligible for scrappage subsidies includes equipment that no longer meets safety standards—specifically, machines posing risks to personal and property safety—and are subject to mandatory licensing and registration under the law. Eligible items include tractors, combine harvesters, rice transplanters, peanut harvesters, feed (or forage) choppers, and hay cutters, among others. For tractors, the scrappage subsidy ranges from 1,000 to 12,000 yuan, depending on the horsepower category. For combine harvesters, the subsidy varies from 3,000 to 20,000 yuan, based on the machine’s feeding capacity (or number of harvesting rows). As for other types of machinery, local authorities may determine the specific scope of eligible equipment based on their unique circumstances, with subsidy amounts capped at up to 30% of the purchase subsidy provided for similar new machinery.
4. Free agricultural machinery safety supervision policy. Continue implementing the policy of free agricultural machinery supervision, exempting five administrative fees collected by agricultural machinery safety supervision agencies: tractor license plate fees (including plate frames and fixing devices), tractor registration certificate fees, tractor driving license fees, tractor roadworthiness inspection fees, and tractor safety inspection fees. Among these, only the tractor (and combine harvester) driving license examination fee will remain in place—though this fee is waived for small and micro-enterprises. Additionally, localities with the necessary resources are encouraged to extend the exemption on the tractor (and combine harvester) driving license exam fee to cover all businesses and individuals.
5. Pension subsidies for former rural agricultural mechanics, agricultural technicians, and veterinarians. The beneficiaries are former agricultural machinery technicians, agricultural extension workers, and grassroots veterinarians from the 62 impoverished counties across the province—specifically, those whose household registrations remain in Hebei Province and who were previously employed at their original township (commune) agricultural machinery stations (including agricultural machinery management stations and tractor stations), agricultural technology extension centers, or grassroots veterinary clinics, having worked in these roles for at least three years. These individuals must have left their positions without subsequently receiving basic enterprise employee pension insurance or public institution/organizational pension benefits. The living allowance is set at 20 yuan per month for each full year of service; for periods shorter than one year, it will be calculated as if they had completed a full year. The maximum monthly subsidy is capped at 400 yuan. However, individuals who were dismissed or terminated due to criminal offenses or violations of national policies and regulations are not eligible for this subsidy.
II. Supporting the Development of New Types of Business Entities
6. Support the development of cooperatives. Key support will be provided to cooperatives for developing water-efficient agriculture and enhancing standardization. Funding will focus on critical areas such as various water-saving measures adopted by farmer cooperatives, as well as expanding the scale of managed services. In 2021, each of the province's "Top 10" cooperatives received 1 million yuan in support, while farmer cooperatives selected for the provincial-level standardization pilot program were granted subsidies of 300,000 yuan. For all other farmer cooperatives, the level of financial assistance will be determined based on their actual production and operational conditions.
7. Support the development of family farms. Key support will be provided to grain-focused family farms to adopt water-saving technologies, processes, equipment, and drought-resistant crop varieties. Additionally, other types of family farms will receive subsidies to invest in the promotion of new varieties, advanced technologies, and innovative equipment, as well as initiatives like green production, intensive management practices, and the development of emerging business models. Eligible beneficiaries include demonstration-level family farms at or above the county level, with typical subsidy amounts ranging from approximately 80,000 to 150,000 yuan per farm. Funding will be disbursed through a county-level reimbursement system: family farms must submit valid expense receipts along with written approval from their local county-level agricultural authorities to request payment from the county-level finance department. Support will also cover standardized land transfer activities (with land transfer subsidies capped at no more than 30% of the total project funding), as well as interest and premium subsidies for loans aimed at expanding production and operations, and for purchasing agricultural insurance to mitigate risks.
8. Supporting socialized services for agricultural production. Support agricultural production trusteeship service organizations in providing services for key areas such as water-saving irrigation, deep tillage and subsoiling, seed coating, straw-return-to-field or removal from fields, integrated pest management, and storage/drying facilities—addressing both the critical gaps and emerging needs in these sectors. Priority will be given to supporting full-chain trusteeship services that cover every stage of the agricultural value chain. For single-service segments where local market mechanisms are already well-established, widely accepted by farmers, and highly commercialized, fiscal subsidies will, in principle, be phased out over time. Eligible entities include smallholder farmers and large-scale agricultural operators engaged in the production of essential crops like grains, cotton, and oilseeds, as well as those developing region-specific agroforestry products—though priority will be given to smallholders. Subsidy levels will vary based on the specific agricultural production conditions and market dynamics within each project county. As a general guideline, the government subsidy should not exceed 30% of the total service cost, with a cap of 100 yuan per mu for all key stages of a single-season crop. For projects offering full-chain trusteeship services, comprehensive cost subsidies may be provided within the overall funding limit. Separate subsidy rates will be set for smallholder farmers and large-scale operators, with the latter receiving lower subsidies compared to smallholders.
9. Supporting the development of managed service organizations. The beneficiaries are provincial-level demonstration counties (cities, districts) fostering agricultural production management service organizations. Each county will determine which specific organizations to support based on its own local conditions, with a particular emphasis on those providing water-saving agricultural services. The exact number of supported organizations and the amount of financial assistance will be decided by the project county (city, district), taking into account the scale and outreach capabilities of local service providers. However, each county must support at least 5 organizations, with each receiving a minimum subsidy of 100,000 yuan. Project funds will fully cover eligible expenses related to developing water-efficient agricultural practices—such as introducing water-saving crop varieties and equipment, as well as constructing and maintaining water-saving infrastructure. Additionally, funding will support scaling up managed service operations by subsidizing incremental costs associated with expanded service offerings. Other areas of support include helping service organizations acquire and install precision positioning and monitoring systems, along with relevant management software, while also covering costs for technical training and agricultural product quality certification. Finally, the program will assist these organizations in securing bank loans aimed at expanding their agricultural management services, with interest subsidies provided to ease the financial burden of borrowing.
10. Upgrading and renovating the dairy farm family ranch. Continue supporting the upgrading and transformation of family dairy farms, enhancing the level of dairy farming facilities and equipment, boosting milk yield per cow, improving the quality of raw milk, and increasing overall farm profitability. Simultaneously, foster moderately sized dairy farming entities, expand the proportion of family farms engaged in dairy production, and accelerate the establishment of small-to-medium-scale farming as the foundational backbone of the dairy industry. Eligible beneficiaries are dairy farms within the province that deliver milk to designated collection centers and have a herd size of fewer than 2,100 cows, provided they have not already participated in the 2019 or 2020 Family Dairy Farm Upgrade Program. Each farm will receive a subsidy of 300,000 yuan, with funds specifically allocated to support key initiatives such as introducing high-quality dairy breeds, expanding forage and feed production, upgrading livestock management equipment, implementing complementary systems for manure and waste recycling, and enhancing dairy processing capabilities along with strengthening quality assurance and safety testing infrastructure.
11. Support the development of agricultural industrialization consortia. We will allocate special funds to support the development of agricultural industrialization consortia that feature complete supply chains, clear division of labor, and well-organized operations. These consortia will leverage the leading role of flagship enterprises to enhance the overall organizational efficiency of the agricultural value chain, seamlessly connecting pre-production, in-production, and post-production stages. This initiative aims to foster integrated growth across rural primary, secondary, and tertiary industries. Each county will receive 1 to 2 million yuan in funding. The implementation of these projects will be organized by the county-level departments of agriculture and rural affairs, tailored to the specific needs of the demonstration consortia. Typically, each county will prioritize supporting one provincial-level demonstration consortium aligned with the county’s dominant industry. Funding can be provided through mechanisms such as "build-first, reimburse-later" or interest subsidies on loans, with a focus on strengthening and extending the supply chain. Resources will be directed toward addressing critical gaps within the agricultural industrialization consortia’s production, processing, and sales value chains—particularly in areas where the chain is weakest, public-benefit initiatives stand out, or where the consortia play a key role in benefiting farmers and rural communities. This includes investments in shared infrastructure, R&D for the entire value chain, pilot-scale integration and testing, processing facility upgrades, and technological equipment modernization. Importantly, the funding will prioritize supporting segments where leading enterprises effectively enable farmer cooperatives and individual farmers to share in the added value generated along the supply chain.
12. Construction of cold-chain facilities for storage and preservation of agricultural products. Continuing to implement the construction project for cold-chain and fresh-keeping facilities at agricultural product origins, the initiative will focus on major production areas of fresh and live agricultural products, regions with distinctive agricultural advantages, and nationally designated poverty-alleviation areas. Leveraging county-level or higher demonstration family farms, model farmer cooperatives, and registered village-level collective economic organizations—though in nationally designated poverty-alleviation counties, eligibility can be extended to ordinary family farms and farmer cooperatives—the project will collaborate with China Rongtong Agricultural Development Group Co., Ltd. to develop cold-chain and fresh-keeping infrastructure tailored to vegetables and fruits, while also considering locally favored specialty crops (excluding grains, livestock products, and aquatic products). Additionally, four key counties across the province—with strong industrial foundations, high enthusiasm from stakeholders, and robust policy support for vegetable and fruit industries—will be selected as pilot sites to comprehensively promote cold-chain and fresh-keeping facilities at the county level. This effort aims to establish a green, efficient, and fully integrated network of agricultural product storage and preservation systems spanning the entire supply chain. Funding will primarily support the construction of ventilated storage facilities, mechanical cold storage units, controlled-atmosphere storage systems, pre-cooling facilities, and related supporting infrastructure. Priority will be given to county-level or higher demonstration family farms, model farmer cooperatives, and registered village-level collective economic organizations located in towns and villages that already host on-farm markets and actively provide centralized trading services. Subsidy amounts will be calculated based on a cap of 30% of the total investment for individual entities (with an increased rate of 40% for poverty-alleviation areas), capped at RMB 1 million per entity (or up to RMB 10 million for projects involving China Rongtong Agricultural Development Group Co., Ltd.).
3. Supporting the Development of the Agricultural Industry
13. Development of Industry Clusters with Distinctive Advantages. To advance the high-quality development of our province's agricultural sector, we will follow the "Four Agricultures" development plan and strategically allocate central and provincial special funds for agricultural production. These funds will focus on supporting the creation of 12 distinctive, high-value agricultural industry clusters, including premium specialty wheat, high-quality hybrid millet, facility-grown vegetables, authentic medicinal herbs, superior edible mushrooms, sandy-land pears, premium specialty grapes, top-tier apples, premium dairy products, robust swine breeds, elite egg-laying chickens, and niche aquatic products. These industry clusters will be centered around signature, competitive agricultural products, leveraging modern agricultural demonstration parks as a foundation and brand-building initiatives as the driving force. By integrating key elements of the "Four Agricultures," we aim to build fully integrated, multi-sector value chains that span primary, secondary, and tertiary industries. This approach will encourage industries to concentrate in areas with inherent advantages, fostering regional growth and competitiveness. Cluster development funding will prioritize investments in technology integration, experimental demonstrations, new production capacity facilities, and public service infrastructure. To maximize the leverage effect of fiscal resources and attract private-sector investment, government subsidies will generally cover no more than 30% of the total project investment.
13-1. High-Quality, Strong-Gluten Wheat Industry Cluster. The support is targeted at newly established, contiguous, large-scale producers of high-gluten wheat. The subsidy per mu will not exceed 60 yuan, and the funds will be allocated specifically to provide premium-quality, high-gluten wheat seed subsidies for these newly developed, contiguous, large-scale farming operations. This initiative aims to cultivate nationally recognized, high-quality, high-gluten wheat brands, accelerate the renewal and upgrading of wheat varieties across the province, and ultimately boost the overall area planted with premium high-gluten wheat, enhance the industry, and increase farmers' incomes.
13-2. High-Quality Millet Industry Cluster. The support is targeted at new agricultural business entities such as family farms cultivating high-quality millet, specialized cooperatives, large-scale growers, socialized service organizations, agri-related enterprises, and village-level collective economic organizations. The subsidy will not exceed 65 yuan per mu, and funds will be allocated to support the purchase of premium millet seeds for newly established, contiguous planting areas, as well as subsidies for acquiring whole-plant harvesting machinery for millet, baling and packaging equipment for millet straw, and drying facilities—along with grants for constructing hay storage sheds. These measures aim to comprehensively enhance the branding, premium positioning, and high-quality development of our province's specialty crop industries, including millet.
13-3. Premium Vegetable Industry Cluster. The program supports new agricultural business entities, including family farms cultivating high-quality vegetables, specialized cooperatives, large-scale growers, socialized service organizations, agri-related enterprises, and village-level collective economic organizations. Each county will receive subsidies ranging from 1.5 million to 5 million yuan. These funds will be primarily allocated to developing facility-based vegetable production, helping to build and expand standardized production facilities. This initiative aims to accelerate the transition of vegetable farming toward more advanced, large-scale, premium-quality, and industrialized practices. Ultimately, the goal is to establish strong vegetable supply bases around Beijing and Tianjin, as well as emergency保障 hubs, thereby enhancing the ability to secure winter and spring vegetable supplies while significantly improving both vegetable quality and farmers' profitability.
13-4. Authentic Traditional Chinese Medicinal Herb Cluster. The beneficiaries include industry authorities responsible for specific construction and service tasks, superior seed enterprises, new types of agricultural business entities, socialized service organizations, and research, education, and extension institutions. Each county will receive subsidies ranging from 1 to 4 million yuan. At least 25% of the funding must be allocated toward expanding standardized base areas. These financial resources will support initiatives such as increasing the cultivation area of traditional Chinese medicinal materials, establishing standardized planting bases, and enhancing the comprehensive big data service platform that covers the entire industry chain.
13-5. High-quality, specially cultivated grape clusters. The program supports new types of agricultural entities such as large-scale growers, family farms, farmer cooperatives, and leading enterprises, as well as socialized service organizations and research institutions—provided they have maintained a clean credit history over the past five years. Funds will primarily be allocated to subsidies for newly established facility-based grape-growing areas, accounting for at least 50% of the total budget. The remaining funds will focus on upgrading high-standard greenhouse facilities tailored for early-maturing, forced-ripening, and rain-sheltered cultivation, along with water-fertilizer integration systems and other water-saving equipment. This initiative aims to enhance the overall mechanization and smart technology adoption across all stages of grape production.
13-6. Mountain Apple Cluster. The beneficiaries primarily include large-scale apple growers, family farms, farmer cooperatives, leading enterprises, and other new types of agricultural operators, as well as social service organizations and research institutions—provided they have maintained a clean credit record over the past five years. Funds will be focused on providing subsidies for the construction, renovation, and upgrading of large-scale, branded, high-quality, and efficient apple production bases, with priority given to establishing new bases aimed at fostering the concentrated, contiguous development of premium-grade apples. This support seeks to help build a new landscape for the mountainous apple industry characterized by integrated, large-scale operations, driven by industry leaders, and seamless integration across primary, secondary, and tertiary sectors. Ultimately, it aims to further propel the province’s apple industry toward a transformation from extensive, low-quality practices to high-quality, efficiency-driven production.
13-7. Yali Specialty Industry Cluster with Distinctive Advantages. Eligible recipients include industry authorities, superior seed enterprises, new agricultural business entities, socialized service organizations, and research, education, and extension units tasked with specific construction and service projects. Depending on the nature of the project, each county will receive subsidies ranging from 5 million to 13 million yuan, which will be allocated toward building high-quality demonstration bases, enhancing post-harvest production capacity, expanding market reach, strengthening science-and-technology support, and improving connections between production and sales.
13-8. Summer-Surviving Edible Mushroom Specialty Industry Cluster. Eligible recipients include industry authorities responsible for specific construction and service tasks, superior seed enterprises, new agricultural business entities, socialized service organizations, and research, education, and extension institutions. Depending on the nature of the construction project, each county will receive subsidies ranging from 4 million to 8 million yuan. These funds will primarily be allocated to areas such as mushroom strain research and development, intensive cultivation substrate processing, standardized base construction, enhancing modern distribution and primary/advanced processing capabilities for edible mushrooms, developing public service platforms and science-and-technology support systems, and fostering brand development initiatives.
13-9. High-quality live pig cluster. The program supports large-scale pig farms that annually produce more than 3,000 pigs. Funding will primarily cover construction work and the purchase of essential supporting facilities and equipment for newly built or expanded farms, helping to accelerate the recovery of pig production capacity, increase output, and promote high-quality development of the pig farming industry. Provincial-level financial subsidies for each farm will be capped at 30%. Specifically: farms producing 3,000 to 5,000 (inclusive) pigs annually will receive a subsidy of 500,000 yuan per farm; farms producing 5,000 to 10,000 (inclusive) pigs annually will get 800,000 yuan per farm; and farms producing over 10,000 pigs annually will receive a subsidy of 1 million yuan per farm.
13-10. High-quality layer chicken cluster. The support targets large-scale laying hen farms, with specific requirements: Taihang chickens must maintain a flock size of at least 2,000 birds annually, while Beijing Youji and Dawu Jinfeng breeds need to reach an annual stock of 20,000 or more. Subsidies will be provided based on the number of birds in each farm, with provincial fiscal funding capped at 30% per farm. This initiative aims to strengthen and optimize our province's egg-laying chicken industry, boost the profitability of high-quality egg production, increase farmers' incomes, and ultimately drive the sector toward sustainable, high-quality development.
13-11. Specialty Aquaculture Cluster. The program supports national-level demonstration farms for healthy aquaculture and provincial-level or higher-quality seed breeding facilities. Each project will receive financial assistance of up to 1 million yuan, provided under a "build-first, reimburse-later" approach. Funds will primarily be allocated to establishing green aquaculture demonstration parks, with a focus on supporting standardized upgrades, enhancing inlet/outlet water systems and effluent treatment facilities, and equipping the parks with essential tools such as quality-testing equipment and farming machinery. Additionally, modern IoT technologies like automatic oxygenation systems, smart feeding solutions, and online water-quality monitoring systems will be integrated into these facilities. The initiative also aims to bolster efforts in preserving and breeding high-quality genetic resources, fostering innovation in seed technology, and introducing new aquatic varieties to help adjust and optimize the structure of farmed species.
13-12. Dairy Industry's Leading and Distinctive Industrial Clusters. According to the "Hebei Province Dairy Revitalization Planning Outline (2019-2025)" and the "Implementation Opinions of the Hebei Provincial People's Government on Accelerating the Revitalization of the Dairy Industry," central and provincial agricultural production development funds will be strategically allocated to prioritize key areas of dairy industry growth, including intelligent and standardized construction of large-scale dairy farms, expansion of high-yield dairy cow core herds, stable procurement of raw milk to safeguard farmers' interests, and the development of premium forage grass bases. These efforts aim to effectively enhance both the average milk yield per cow and overall farming profitability, accelerate the pace of expanding high-quality, high-producing dairy herds, and strengthen the competitive edge of the dairy sector.
——Smart dairy farm construction. The program supports dairy farms across the province with a herd size of 100 cows or more. Subsidies will cover up to 50% of the total investment in smart dairy farms, with specific amounts allocated as follows: farms housing 100–299 cows will receive a subsidy of 200,000 yuan; farms with 300–499 cows will get 300,000 yuan; farms holding 500–999 cows will be eligible for 500,000 yuan; and farms with 1,000 or more cows can receive up to 3 million yuan. The subsidy covers the installation of intelligent sensing equipment such as automatic milking and metering systems, TMR (Total Mixed Ration) precision feeding systems, and environmental monitoring tools. These upgrades will transform existing large-scale dairy farms into smart, data-driven operations, with real-time monitoring data automatically uploaded for comprehensive, province-wide intelligent management of dairy farms.
——Subsidies for dairy companies building their own dairy farms. The program supports dairy enterprises that build (or renovate/expand) their own dairy farms, aiming to increase the proportion of company-owned milk sources and encouraging dairy processing companies to establish their own dairy farms. Based on the designed herd size, a subsidy of 2,000 yuan will be provided for the basic construction costs of each housing unit.
— Subsidies for high-yield dairy cow embryo transplantation and sex-controlled frozen semen. The support for high-yield cow embryo transplantation is targeted at dairy farms that meet the necessary conditions for the procedure, while subsidies for sex-controlled frozen semen are available to all dairy farms across the province. Each female embryo from a high-yield cow will receive a subsidy of 2,000 yuan, and each dose of domestically produced, high-quality Holstein sex-controlled frozen semen will be subsidized at 75 yuan. By combining sex-controlled, high-quality semen with advanced embryo transplantation techniques for high-yield cows, this initiative aims to boost the rate of female calf production, effectively accelerating the province's efforts to breed and propagate superior dairy cattle breeds.

Additionally, it will emphasize fostering green, organic, and geographically indicated agricultural products, strengthening stable benefit-linkage mechanisms, introducing innovative crop varieties and advanced technologies, establishing agricultural science and technology innovation stations, and delivering technical training and services.Eligible beneficiaries include new types of agricultural entities—such as farmer cooperatives, family farms, and leading agricultural enterprises—that are tasked with supporting the development of specialized agricultural industries in relocated poverty-alleviation areas. The subsidy amounts will be determined through a comprehensive assessment, considering key factors like the number of relocated impoverished individuals and deep-poor counties, alongside each county’s project implementation goals, the number of supporting industrial parks, the current state of local agricultural specialty industries, and the overall effectiveness of poverty-alleviation efforts driven by agriculture. The support is targeted at dairy processing enterprises within the province. To effectively address the conflict between production and procurement, prevent dairy companies from refusing to accept milk, and safeguard farmers' interests, this initiative provides assistance during the COVID-19 pandemic as well as in March-May—periods when there was a temporary surplus of fresh milk on the market and businesses faced challenges in selling their products. The program aims to help dairy processors overcome sales difficulties, enabling them to continue fulfilling fresh milk purchase contracts and eliminating the practice of dumping milk. A subsidy will be provided equivalent to 10% of each enterprise's fresh milk procurement volume, with a fixed payment of 500 yuan per ton.
——Construction of a high-yield, high-quality alfalfa demonstration base. The subsidy program targets specialized forage production cooperatives cultivating alfalfa, forage production and processing enterprises, and grass-fed livestock farms such as dairy cattle operations. Priority will be given to supporting the development of a number of large-scale production bases with strong production capabilities and significant demonstration effects, ensuring high-quality alfalfa products that meet the needs of the dairy industry. Project implementers will receive financial assistance to establish alfalfa fields, with subsidies provided at a rate of 600 yuan per acre for contiguous alfalfa cultivation areas exceeding 500 acres.
14. Construction of an International Standard Agricultural Product Production Demonstration Base. In 2021, we will continue to implement a special program focused on opening up China's agricultural sector further. This initiative will support the establishment of international export-oriented agricultural production demonstration bases, strengthen external cooperation in agricultural technology, economics, and all aspects of agricultural production and trade, and actively promote the global outreach of our province's high-quality agricultural products. This effort aims to accelerate the development of a new, outward-looking agricultural model characterized by openness, orderly exchange, and collaborative integration. Eligible entities include new types of agricultural operators and enterprises engaged in building international-standard agricultural production demonstration bases. Specifically, more than 40 such bases will receive financial incentives, with each receiving a one-time grant covering basic construction costs ranging from 300,000 to 500,000 yuan. Additionally, 80 enterprises or product brands that have obtained domestic certifications like organic agricultural products, agricultural product geographical indications, and trademark registrations—or those holding internationally recognized certifications such as GAP, GMP, GLOBAL-GAP, HACCP, and NOP—will also be rewarded with a one-time grant of 100,000 yuan per entity. Furthermore, enterprises that acquire land overseas for farming or livestock operations spanning over 300 hectares, as well as those capable of storing fresh (live) agricultural products at capacities exceeding 20,000 tons, and agricultural companies operating logistics hubs with transshipment capabilities surpassing 300,000 tons, will each receive one-time financial support capped at 300,000 yuan, 500,000 yuan, and 1 million yuan, respectively.
15. Project for Consolidating and Enhancing Specialized Agricultural Industries. 16. Fisheries Development Subsidy Policy. In 2021, the nation introduced subsidy policies aimed at advancing high-quality development of the fisheries sector. Guided by the principles of improving quality and efficiency while promoting green growth, these policies seek to establish a modern fisheries support system that aligns with both fishery resource conservation and industrial restructuring—providing a robust foundation for building a powerful fishing nation. Key areas of support include marine ranches, cutting-edge modern fishery equipment and infrastructure, the construction of essential public facilities for fisheries, the promotion of sustainable, circular fisheries practices, and initiatives focused on fisheries resource surveys, conservation efforts, and enhancing international compliance capabilities.
16-1. Construction of Marine Ranches. Eligible national-level marine ranches are eligible for support. Each ranch will receive a subsidy of 17.5 million yuan, which will primarily fund activities such as artificial reef construction, the development of offshore multi-functional platforms, and the establishment of intelligent monitoring systems for marine ranches—key components of the national-level marine ranching initiative. Additionally, the funds will support complementary initiatives like shellfish bottom seeding, algae transplantation, seaweed bed restoration, and stock enhancement and release programs that accompany artificial reef projects.
16-2. Modern Fisheries Equipment. The eligible vessels include nearshore and distant-water fishing boats that are subject to the national "dual control" management system but have not been included in the offshore fishing vessel reduction and conversion program. Funding will primarily support the upgrading and retrofitting of these vessels, focusing on equipment such as anti-pollution systems, fire-fighting gear, lifesaving and navigation tools, as well as refrigeration and preservation technologies.
16-3. Upgrading and Modernizing Aquaculture Infrastructure. Eligible aquaculture production units are eligible for support, with each subsidy capped at 800,000 yuan. The funds will primarily be used to support the standardized renovation of aquaculture ponds and the upgrade of factory-based facilities, enhance water treatment and inlet/outlet systems, and equip these areas with complementary infrastructure such as water quality monitoring systems and advanced aquaculture equipment. Additionally, the funding will help facilitate the implementation of modern technologies like fisheries IoT platforms and e-commerce solutions, as well as upgrade related facilities—including laboratories and improvements to the overall farming environment.
16-4. Enhancing Aquaculture Seed Industry Capacity. Eligible aquatic seed farms are eligible for financial assistance, with each receiving a subsidy not exceeding 1 million yuan. The funds will primarily support these farms in conducting germplasm resource surveys and conservation, collecting and identifying genetic breeding materials, renewing original breeder stocks, and enhancing breeding and propagation efforts. Additionally, the funding will be used to upgrade and retrofit essential infrastructure and equipment, as well as improve water treatment systems and inlet/outlet drainage mechanisms.
16-5. Recreational Fishery Development. Focus will be placed on supporting the development of demonstration sites for recreational fisheries, with each project receiving financial subsidies not exceeding 800,000 yuan. These funds will primarily be used to build and improve essential infrastructure and service facilities closely tied to recreational fishing, as well as to research and develop supporting technologies for the sector and establish a robust safety management system. Additionally, efforts will be made to explore and promote fishing culture, create distinctive recreational fishery brands, enhance marketing and outreach initiatives, and organize unique events such as traditional fishing festivals, angling competitions, and educational programs aimed at fostering public awareness and appreciation of this growing industry.
16-6. Construction of aquatic product processing and distribution facilities. The program supports enterprises and cooperatives with capabilities in aquatic product processing and storage. Each enterprise will receive a subsidy of up to 800,000 yuan, which will primarily be used for purchasing equipment related to aquatic product cleaning, grading, portioning, packaging, cold-water temporary rearing, fresh-keeping freezing, by-product utilization, and wastewater treatment. Funds will also cover the renovation and maintenance of processing facilities and cold storage warehouses, the development of cold-chain logistics infrastructure, and the management of processing waste.
16-7. Large-scale Ecological Fishery Project. The primary focus is on establishing demonstration bases for ecological fisheries in large water bodies, providing support to eligible lakes, reservoirs, and other expansive water areas. Funding for each project will not exceed 1 million yuan, and can be used for activities such as aquatic seedling propagation, as well as upgrading and modernizing supporting facilities and equipment related to fishing, processing, transportation, packaging, and sales. Additionally, the funds will help organize fishery events like the "Opening Fishing Festival" and "Winter Fishing Festival," and support applications for certifications such as green and organic aquatic products from large water bodies, geographic indication product designations, and the development of regional public brands.
17. Grain-to-Forage Pilot Project. Eligible entities include moderately-sized herbivore livestock farms (enterprises or cooperatives) that meet the criteria—such as dairy farms with a herd of 300 or more cows, beef farms selling 50 or more cattle annually, or sheep farms producing over 100 lambs per year—or specialized silage feed collection and storage enterprises (e.g., cooperatives), representing new types of agricultural operators. The investment standard is approximately 120 yuan per mu. The project operates on a pre-approval and post-subsidy system, providing financial support based on the actual volume of forage harvested and stored. Priority will be given to large-scale farms (enterprises or cooperatives) that either cultivate crops directly on leased land, engage in contract-based procurement, or adopt managed farming models, helping accelerate the adjustment of planting structures and fostering the growth of the modern forage industry.
18. Added a new veal and beef project. The project will provide appropriate subsidies to farms (or individual farmers) that raise foundation breeding cows, use high-quality frozen semen from elite bulls for artificial insemination, and aim to expand their herd size. The minimum number of foundation cows each eligible farm must maintain, as well as other basic requirements, will be determined by the project county based on local conditions—though priority will be given to large-scale beef cattle farms. During the project implementation period, all cows that give birth will qualify for subsidies. Importantly, any newly born calves must either be offspring of cows already raised by the farmer or purchased directly from another breeder; calves bought outright from external sources will not count toward the total number of new calves eligible for support. Subsidies will be distributed using a "supplement-after-increase" approach: farmers receive funding only after successfully increasing their herd size, with payments tied specifically to the number of newborn calves. In principle, the subsidy per cow will not exceed 1,500 yuan. Project counties may adopt a tiered subsidy system based on herd size, with specific subsidy rates determined independently by each county. Additionally, funds are encouraged to favor farms—or cooperative organizations—that rely on sex-controlled frozen semen for self-produced calves, as well as those maintaining a foundation herd of at least 10 cows.
19. A strong agricultural industry town. In 2021, the central government continued to allocate funds to support the development of strong agricultural towns, focusing on township-level areas. These towns will serve as vital links—connecting cities above and rural communities below—while concentrating on a single leading agricultural industry. The goal is to create integrated rural industrial complexes that offer robust comprehensive services and are both livable and conducive to thriving businesses. Eligible recipients are agricultural towns officially approved and announced by the Ministry of Agriculture and Rural Affairs and the Ministry of Finance. Each town will initially receive an allocation of 3 million yuan. Once the project is successfully certified, an additional 7 million yuan in national incentives and subsidies will be provided. Funds will primarily target critical areas and weak links within the leading agricultural sector, helping to upgrade facilities and equipment for raw material production, processing, and marketing. This support aims to drive the transformation and upgrading of the dominant industries, enabling them to grow from large-scale operations into stronger, more competitive enterprises. For individual enterprises, the maximum subsidy ratio will not exceed 30% (with slightly more flexible conditions applicable to counties that have already been removed from the national poverty list). Additionally, the ratio of central government funding to the total amount of social capital leveraged must reach at least 1:3 or higher.
20. Establish a National Modern Agricultural Industrial Park. In 2021, special central government funds were allocated to support the construction of five national modern agricultural industrial parks in Luquan, Anping, Xuanhua, Lincheng, and Longhua. Following the development approach of "central support, local responsibility, and market leadership," these parks have been established with a focus on high standards and stringent requirements. Key priorities include fostering the integration of primary, secondary, and tertiary industries, as well as innovating mechanisms that directly benefit farmers and boost their incomes. The parks are anchored by large-scale farming and livestock bases, driven forward by leading agro-industrial enterprises, and supported by the concentration of modern production resources. Funds will be primarily directed toward initiatives that help parks strengthen farmer engagement, enhance industry service capabilities, extend the agricultural value chain, and facilitate upgrades in core industries. Additionally, local authorities are encouraged to integrate and leverage various funding sources—such as Public-Private Partnerships (PPPs), government procurement of services, performance-based subsidies, and interest-rate subsidies on loans—to attract greater financial and social investment into park development.
4. Agricultural Resource Conservation and New Energy Utilization
21. Establishing green, high-yield, and efficient production for grains and oilseeds. In 2021, funds were again allocated for the Green, High-Quality, and High-Efficiency Grain and Oil Action, supporting five counties—Weixian, Feixiang District, Gaocheng District, Daming County, and Wuqiao County—in implementing demonstration projects focused on green, high-quality, and high-efficiency grain and oil production. Each county is required to establish demonstration areas covering no less than 200,000 mu, with fields arranged in relatively concentrated and contiguous blocks. With the exception of Weixian County, the remaining four counties must each complete at least 20,000 mu of shallow-buried drip irrigation systems for wheat and corn. These demonstrations will promote region-specific, standardized green, high-quality, and high-efficiency technology models, accelerating the adoption and application of new crop varieties and advanced agricultural techniques. The initiative aims to drive transformative changes in farming practices, boost yield levels, and ultimately develop replicable, easily scalable technical models tailored to local conditions. Eligible beneficiaries include new types of agricultural operators, socialized service organizations, agribusiness enterprises, village-level collective economic organizations, and agricultural technology extension services. Funding will primarily cover material subsidies such as centralized procurement of agricultural inputs and unified field management practices, as well as subsidies for socialized services like specialized, integrated pest and disease control across entire regions. Additionally, financial support will be provided for technical guidance services, including expert-led variety and technology promotion, integrated assembly of cutting-edge techniques, targeted research to overcome key technological bottlenecks, and yield assessment and verification processes. Notably, a subsidy of 200 yuan per mu will be provided for the implementation of shallow-buried drip irrigation systems in wheat and corn fields. Meanwhile, subsidies for both material and socialized service initiatives will be capped at 100 yuan per mu.
22. Specialized Green, High-Quality, and Highly Efficient Initiative. In 2021, a special initiative was launched in counties with strong production infrastructure, distinctive features, and robust industrial driving capabilities, focusing on promoting green, high-quality, and efficient agricultural practices. The province will establish eight standardized demonstration bases for specialty industries, with each project county receiving funding of 1.5 million yuan. Through these demonstrations, regionally tailored, standardized, and sustainable green technologies will be promoted and scaled up, accelerating the adoption and application of new crop varieties, advanced techniques, and innovative solutions. This effort aims to develop a set of proven green, high-quality, and efficient production models that can serve as benchmarks, driving balanced growth across broader regions while boosting cost-effectiveness, efficiency, and overall quality in specialty agriculture. Eligible beneficiaries include large-scale growers, family farms, farmer cooperatives, agricultural machinery service organizations, and leading agricultural enterprises—essentially, all types of modern agricultural operators. Funds will primarily support the implementation of efficient water-saving infrastructure projects, while also covering green pest and disease control measures. Additionally, financial assistance will be provided to experts for activities such as promoting high-quality crop varieties, integrating and assembling cutting-edge agricultural technologies, addressing critical technical bottlenecks, and conducting yield assessments and acceptance checks. Notably, at least 70% of the total funding must be allocated specifically to support efficient water-saving initiatives.
23. Pilot Project for Shallow-Buried Drip and Seepage Irrigation Water-Saving Technology. In 2021, a pilot program was launched to implement shallow-buried drip irrigation technology across 500,000 mu of farmland practicing double cropping of wheat and corn (or alternatively millet and soybeans). The initiative leverages well-equipped, large-scale agricultural operators—such as agricultural trusteeship service organizations, specialized planting cooperatives, leading farmers, family farms, and agricultural parks—to focus primarily on irrigated wheat and corn fields in groundwater-overexploited areas. Deployment will be carried out on a large scale, organized into contiguous, square-shaped plots controlled by individual wells. The project adopts a "build-first, reimburse-later" subsidy model: implementing entities are responsible for independently purchasing, installing, operating, and maintaining the drip irrigation equipment. Once the installations pass inspection and receive public approval from the county-level agriculture and rural affairs department, eligible entities will receive a subsidy of 200 yuan per mu.
24. Demonstration of reduced fertilizer use with improved efficiency. The program primarily supports new types of agricultural business entities, as well as organizations and individuals tasked with implementing project activities. Across the province, 14 major grain, cotton, and oil-producing counties have been selected to launch demonstration projects focused on reducing fertilizer use while improving efficiency. Each county will receive funding of 2 million yuan to establish demonstration zones for optimized fertilizer management. Key initiatives include promoting technologies such as soil-testing-based fertilization formulas, simultaneous seed-fertilizer application, mechanical deep placement, timely fertilization, and integrated water-fertilizer systems. Additionally, the program will encourage the adoption of innovative fertilizer products, including crop-specific fertilizers, controlled-release fertilizers, water-soluble fertilizers, and microbial fertilizers.
25. Deep loosening and deep plowing for agricultural land preparation. To improve farmland quality and enhance agricultural productivity, deep loosening and deep tillage operations using agricultural machinery will be carried out in suitable regions. Deep loosening should be conducted to a depth of at least 30 centimeters, effectively breaking up the compacted plow layer in the soil, while deep tillage should reach a depth of no less than 25 centimeters. Eligible beneficiaries include agricultural machinery service organizations (including full-service management organizations) or individual farmers who complete operations according to the specified quality standards for deep loosening and deep tillage within the project area. To ensure high-quality implementation, remote intelligent monitoring will be fully adopted for both deep loosening and deep tillage activities, guaranteeing compliance with industry standards and boosting the efficiency of regulatory oversight. Once the work has been certified by an independent third-party quality inspection agency, eligible participants will receive subsidies of up to 30 yuan per mu for deep loosening and up to 40 yuan per mu for deep tillage.
26. Building a Support System for Pilot Zones of Green Agricultural Development. In 2021, special funding was allocated to support the construction of two national-level pilot zones for green agricultural development in Weichang County and Pingshan County, with a subsidy of 2.5 million yuan provided to each county. This funding will help advance key initiatives such as agricultural resource conservation, prevention and control of non-point source pollution, protection and restoration of farmland ecosystem services, and the supply of high-quality agricultural products. Additionally, efforts will be strengthened to bolster the pilot system for green agricultural development, including establishing long-term, fixed observation stations to conduct continuous, systematic monitoring of agricultural inputs, crop yields, and resource-environment indicators—providing critical scientific data to drive green agricultural practices across the province. Furthermore, these regions will take the lead in implementing the "Three Products and One Standard" enhancement initiative for agricultural production, aiming to develop exemplary models for green agriculture tailored to diverse ecological conditions and crop varieties. These innovative approaches will serve as benchmarks, inspiring broader adoption of sustainable farming practices nationwide.
27. Green agriculture with integrated crop-livestock farming and circular systems. In 2021, the central government allocated special funding to support 18 key livestock counties with strong foundational conditions and high government engagement, as well as major grain and vegetable-producing regions and ecologically sensitive areas. These funds will be used to implement green crop-livestock circular agriculture projects, enabling entire counties to locally manage and utilize manure resources by returning them directly to farmland nearby. Each county will receive a subsidy of 10 million yuan. Eligible beneficiaries include enterprises (excluding livestock farms) providing manure collection and treatment services, cooperatives, and other entities, as well as socialized service organizations offering manure-to-farmland application services. The initiative aims to foster a group of market-oriented players—such as enterprises and specialized service providers—that can deliver comprehensive manure management solutions, including collection, treatment, and application. Through these projects, each county will develop 1–2 innovative models for organizing and operating manure-to-farmland systems, ensuring that most manure generated within the county is effectively returned to fields. This approach will help reduce reliance on chemical fertilizers, enhance soil quality, and promote sustainable, eco-friendly agricultural practices. The subsidy rate will not exceed 30% of the total costs associated with manure collection, treatment, and application in each region. For specialized service providers offering end-to-end solutions, subsidies will be awarded based on standardized per-acre rates tied to the area of land receiving manure. Notably, the portion of the subsidy allocated toward purchasing commercial organic fertilizers will be capped at 10% of the total grant amount.
28. Pilot program for crop rotation on cultivated land. In 2021, the pilot program for crop rotation on 500,000 mu of farmland will continue, with an average subsidy of 150 yuan per mu. Specifically, in the northern region, potato and other coarse grains/legumes will be rotated to improve soil physical and chemical properties and reduce continuous cropping issues. Meanwhile, in the central and southern regions, grain-legume and grain-oilseed rotations will be implemented to boost the supply of soybeans and oilseeds—crops currently in high demand on the market. Eligible participants include farmers, family farms, and specialized agricultural cooperatives undertaking the pilot tasks.
29. Pilot program for seasonal fallowing system. In 2021, a seasonal fallow pilot program will continue across 2 million mu of groundwater-consumption funnel areas in relevant counties (cities and districts) including Langfang, Baoding, Cangzhou, Hengshui, Xingtai, Handan, and the Xiong'an New Area. Farmers participating in this initiative will receive a subsidy of 500 yuan per mu. The program encourages shifting from the traditional two-crop rotation of wheat and corn to a single-season cropping system focused on crops like corn, peanuts, millet, and other mixed grains and legumes, thereby significantly reducing groundwater usage. Additionally, farmers are encouraged to plant green manure crops during the fallow period—crops that require no irrigation or harvesting—and then plow them back into the fields before planting the next crop cycle, helping to enhance soil fertility. This support is targeted at both individual farmers involved in the seasonal fallow pilot program and new types of agricultural operators.
30. Comprehensive Utilization of Crop Stalks. The program primarily supports agricultural machinery (agriculture) cooperatives, specialized agricultural machinery service organizations, new types of agricultural business entities, grass-fed livestock farms (households), and related agribusiness companies. Each county will be allocated funding ranging from 6 million to 15 million yuan. Additionally, pilot counties are required to contribute at least 50% of their own funds—comprising both county-level fiscal resources and private-sector investments—to match the central government’s financial subsidies. The initiative aims to explore effective models for the comprehensive utilization of crop straw, thereby boosting its overall utilization rate. For equipment purchases, subsidy amounts will not exceed 50% of the equipment’s total cost. Specifically, for applications involving straw-based substrate production or raw material conversion, a subsidy of up to 100 yuan per ton of straw utilized will be provided. Furthermore, subsidies will also be offered for collection, storage, and transportation activities, with a maximum support of 100 yuan per ton of straw handled during these processes.
31. Resource utilization of livestock and poultry manure. Focus will be placed on supporting the upgrading of manure management facilities and equipment at large-scale livestock farms, primarily raising pigs and dairy cows. This initiative will also prioritize the construction of infrastructure for on-farm storage and utilization of livestock manure, ensuring smooth channels for returning nutrient-rich manure back to fields. For large-scale farms—especially those raising pigs and dairy cows—where existing manure treatment facilities already meet Level 3 standards, project upgrades will help advance them to either Level 2 or Level 1, significantly enhancing the overall capacity and efficiency of manure management systems while further facilitating the return of manure to agricultural land. Key improvements under these projects will include the installation of advanced drinking water systems, manure removal technologies, environmental control mechanisms, anaerobic fermentation units, or enclosed storage/fermentation facilities, as well as composting systems. Farms may also acquire specialized machinery for transporting and applying manure, along with complementary infrastructure such as manure transport pipelines and on-farm storage tanks. Eligible farms will receive financial assistance based on their "pig equivalent" size: farms housing 500–1,000 pig equivalents will qualify for a subsidy of 300,000 yuan; those with 1,001–3,000 pig equivalents will receive 500,000 yuan; and farms holding more than 3,001 pig equivalents will get 800,000 yuan. Importantly, applicants must contribute at least 30% of the total project costs, with individual farm support capped at 800,000 yuan.
32. Development and utilization of new energy in rural areas. The support targets operators involved in the resource utilization of livestock and poultry manure, as well as the energy conversion of crop straw. First, it supports the construction and upgrading of biogas projects. Subsidies are provided for equipment and facilities covering key stages such as raw material pretreatment, biogas production, biogas purification and storage, biogas-to-electricity generation, biogas transmission, distribution, and utilization, as well as comprehensive recycling of biogas residue and liquid. Specifically, for new projects, the subsidy per cubic meter does not exceed 1,500 yuan, with a maximum cap of 6 million yuan per project. For upgrade projects, the subsidy is capped at 1 million yuan for every 1,000 cubic meters, with an overall maximum of 2 million yuan per project. Second, it supports demonstration projects focused on the fuel-based utilization of straw and fruit tree branches. Subsidies are available for biomass pellet fuel production systems and related processing equipment, as well as biomass direct-firing heating boilers, main pipeline networks, and complementary eco-friendly components. For newly established biomass fuel bases, the maximum subsidy is 3 million yuan; for upgraded biomass fuel base projects, the cap is 2 million yuan. Additionally, whole-village biomass direct-firing heating renovation projects can receive subsidies up to 3 million yuan, while agricultural park biomass energy replacement initiatives—depending on their scale—will be eligible for subsidies ranging from a minimum of 500,000 yuan to a maximum of 2 million yuan.
33. Plastic Film Recycling Demonstration. The program supports enterprises, business entities, social service organizations engaged in agricultural film recycling and reuse, as well as institutions tasked with project implementation. Key areas of support include: conducting surveys and monitoring of residual agricultural films in fields; assessing the suitability of film-mulching technologies; establishing specialized collection centers for used agricultural films; piloting "trade-in" programs for old films and demonstrating mechanized recycling practices; encouraging businesses to recycle and process waste films; and promoting demonstration projects for fully biodegradable film applications. Specifically: - Each field-based monitoring point for agricultural film residues will receive a subsidy of 10,000 yuan. - Each specialized collection center for used agricultural films will be funded with 100,000 yuan. - The "trade-in" subsidy for used films is set at 30 yuan per mu, while the subsidy for mechanized film removal operations is 50 yuan per mu. Additionally, businesses will receive a one-time subsidy of 150,000 yuan for purchasing equipment dedicated to film recovery. - For every ton of waste film recycled and processed by businesses, a subsidy of 500 yuan will be provided. - Finally, demonstration plots showcasing the application of fully biodegradable films will be supported at a rate of 300 yuan per mu.
5. High-Standard Farmland Development
34. Construction of high-standard farmland. Since 2019, central and provincial fiscal funds earmarked for farmland construction, along with infrastructure investments within the budget, have been jointly channeled to support the development of high-standard farmland, actively aligning with the "store grain in land, store grain in technology" strategy. In 2022, the province completed the construction of 4 million mu of high-standard farmland. These projects were implemented across all eligible arable lands meeting the criteria for high-standard farmland initiatives, with priority given to areas designated as "Two Zones" and permanent basic farmland protection zones. Additionally, regions demonstrating strong local enthusiasm and robust financial capacity were prioritized for high-standard farmland development. The initiative also actively encourages large-scale grain growers, family farms, farmer cooperatives, agricultural enterprises, and other new types of agricultural operators to invest in and build high-standard farmland. Project management adheres strictly to the "Measures for the Administration of Farmland Construction Projects," ensuring unified planning, standardized construction practices, consistent organizational implementation, rigorous acceptance and evaluation procedures, and accurate mapping and database integration. Key construction activities include land leveling, soil improvement, agricultural water conservancy systems, mechanized farm roads, farmland power distribution and transmission equipment, protective forest networks, and the simultaneous promotion of efficient, water-saving irrigation technologies.
6. Development of Agricultural Technology and Talent Support
35. Cultivating high-quality farmers. Continue supporting high-quality farmer training bases at the provincial, city, and county levels. Based on local needs for rural talent development, we will comprehensively advance four key initiatives: enhancing the capabilities of new agricultural business and service entities (including agricultural managers), providing specialized skills training for farmers excelling in crop production, livestock farming, and processing, nurturing leaders driving rural revitalization (focused on rural governance and the development of social services), and cultivating innovative entrepreneurs active in rural areas. New agricultural business and service entities (including agricultural managers) as well as leaders in rural revitalization (particularly those spearheading rural governance and social service development) will be integrated into the scope of management-oriented, high-quality farmer training programs. Provincial and municipal-level training centers will receive a subsidy of 4,000 yuan per person, while project-county training centers will be supported at a rate of 3,000 yuan per person. Meanwhile, specialized training for farmers skilled in crop production, livestock farming, and processing—aimed at developing their expertise—will fall under the category of professionally oriented and skill-based high-quality farmer training, with a subsidy of 1,000 yuan per participant.
36. Demonstration Training for Leading Rural Practical Talents. To comprehensively advance rural revitalization and accelerate the modernization of agriculture and rural areas, the Ministry of Agriculture and Rural Affairs, in collaboration with departments such as the Organization Department, is launching demonstration training programs and joint initiatives aimed at cultivating talent leaders for rural development. These programs focus on selecting and nurturing key individuals, including village Party branch secretaries, village committee chairpersons, college graduate village officials, core party members, as well as leading farmers, family farm operators, heads of agricultural cooperatives, skilled rural artisans, and pioneering "double innovation" entrepreneurs who have returned to or moved into rural areas. The training sessions will cover essential topics such as interpreting agricultural and rural policies, driving industrial growth, and enhancing rural governance. Activities will include hands-on experience sharing, immersive field instruction, and interactive discussions. Participants will be prioritized from regions that have successfully lifted themselves out of poverty. Funding for the program—set at 3,000 yuan per person—will primarily cover expenses like training materials, instructor fees, participant costs, and other related expenditures.
37. Subsidy Policy for Grassroots Agricultural Technology Extension Reform and Development. Support local areas in strengthening grassroots agricultural technology extension reforms and infrastructure development, enhancing the fulfillment of agricultural technology promotion responsibilities at township-level comprehensive agricultural service centers. Extend the successful model of village-level industrial technology instructors—from poverty-alleviation regions to other areas—while encouraging and bolstering socialized agricultural technology service providers. This will foster the integrated development of public-interest-based promotion services and commercially driven agricultural support initiatives. Financial resources will be optimized to strengthen the five-tiered provincial, city, county, township, and village-level industrial technology service systems. Village-level technology instructors will implement a "sign-and-commit" approach to ensure transparent and accountable service delivery. Efforts will also focus on promoting high-quality, green, and efficient technologies. At the provincial level, 50 proven, mature, and highly applicable core technologies will be carefully selected, vetted, and publicly announced to support the growth of agriculture’s leading specialty industries. Additionally, 10 cutting-edge, eco-friendly, cost-effective, and quality-assured technology models will be highlighted. Each project county will then tailor these recommendations to its own unique agricultural context, selecting and showcasing at least 5 locally relevant, high-quality, green, and efficient technologies that align with regional needs. Furthermore, the "Ten-One" model will continue to drive the expansion and enhancement of agricultural innovation stations, ensuring they play a stronger role as demonstrators and catalysts for regional industrial development. Finally, centered around 12 key specialty industry clusters, two major initiatives will be launched: a knowledge-updating training program for grassroots agricultural technicians and an educational advancement program aimed at improving their academic qualifications. These efforts will significantly boost the capacity of frontline agricultural workers to deliver effective, innovative solutions. Meanwhile, the specially appointed agricultural technician program will be further expanded, building a dedicated team of highly skilled professionals who are committed to supporting rural revitalization and driving sustainable agricultural growth.
38. Construction of Agricultural Innovation Stations. The initiative supports new agricultural business entities tasked with building Innovation Stations, focusing on 12 key clusters of specialized and competitive agricultural industries. Led primarily by enterprises (such as industrial parks and cooperatives), these stations will leverage comprehensive, industry-wide expert teams and collaborate closely with agricultural research institutions in the Beijing-Tianjin-Hebei region. Together, they aim to provide robust scientific and technological support to drive high-quality agricultural development and rural revitalization across our province. Each Innovation Station will receive a provincial funding allocation of 350,000 yuan, with resources specifically directed toward supporting expert teams in delivering technology services, conducting pilot demonstrations, offering technical consultations, and providing training for personnel.
39. Modern Seed Industry Development Support Policies. In 2021, the seed industry was designated as a key priority for modernizing agriculture and rural areas, as well as the primary focus for achieving self-reliance and independent innovation in agricultural science and technology. Guided by the need to ensure food security and maintain adequate supplies, diversity, and quality of essential agricultural products, we must follow the principles of innovative development in the seed sector—breaking through bottlenecks, addressing weaknesses, and strengthening our competitive advantages. To successfully turn around the seed industry, we must take solid, decisive steps forward.
39-1. Construction of a Superior Seed Breeding Base for Specialty Crops. To advance the development of our province's distinctive seed industry, we will strategically allocate funds to prioritize support for the construction of high-quality breeding bases focused on specialty crops such as high-yield soybeans, fresh corn for direct consumption, sweet potatoes, edible mushrooms, traditional Chinese medicinal materials, honeydew melons, and chili peppers. Eligible beneficiaries include seed companies that hold the necessary qualifications for producing and marketing crop seeds and already operate local seed-breeding facilities. These companies will receive support to upgrade their existing breeding bases, enhancing infrastructure, production, processing, and storage capabilities. This initiative aims to further strengthen the foundational and productive capacities of these breeding facilities, ensuring a secure supply of seeds for agricultural production. Funds will primarily be used for constructing breeding facilities, installing irrigation systems along with water-saving upgrades, building field access roads, and purchasing agricultural machinery, tools, and specialized equipment.
39-2. Innovative Breeding in Specialty Seed Industries. To jointly drive innovation in crop breeding, 12 specialized crop seed industry innovation alliances have been established, focusing on water-efficient wheat, high-quality strong-gluten wheat, fresh-market corn, dual-high soybeans, high-oleic peanuts, cruciferous vegetables, millet, potatoes, sweet potatoes, edible mushrooms, traditional Chinese medicinal materials, and Western melons. These alliances are working collaboratively on variety selection and breeding, screening and evaluation, leading enterprise cultivation, and brand promotion and enhancement. By integrating resources from academia, research institutions, government, and industry, the initiatives aim to accelerate the commercialization and sharing of scientific and technological achievements, while advancing the integrated "breeding-propagation-promotion" model. The program also supports the introduction and screening of germplasm resources, as well as the selection, breeding, and evaluation of superior varieties. With a strong emphasis on specialty crop seed industries, these alliances leverage variety development, strengthening of leading enterprises, and robust brand-building efforts—backed by enhanced independent innovation capabilities—as their core strategies. Through intensified policy support and deepened cross-sector collaboration, the goal is to establish a nationally recognized, industry-leading platform for specialty crop seed production.
39-3. Approval and Promotion of New Crop Varieties. Continue allocating special funds to support the evaluation and promotion of new crop varieties. This includes screening promising new varieties of major crops, selecting those with outstanding overall traits for regional and production trials, and ultimately evaluating these approved varieties against established standards. Once a variety passes the evaluation process, it will be showcased and promoted through demonstration projects. Eligible beneficiaries include research institutions, seed companies, and innovative agricultural entities that are responsible for conducting variety trials across the province—covering key crops such as wheat, corn, cotton, soybeans, and rice—as well as those tasked with demonstrating and showcasing new varieties of both mainstream and specialty crops throughout the region. The subsidy rates for field trials of new varieties will vary depending on the specific crop and the number of varieties being evaluated. For regional trials, the subsidy ranges from 1,600 to 3,000 yuan per mu, with an annual target of approximately 150 varieties approved. Meanwhile, subsidies for variety demonstration projects will be determined based on factors like the crop type, number of varieties involved, and demonstration area, providing each participating entity with a grant ranging from 30,000 to 90,000 yuan annually. These funds will primarily cover expenses related to land use, labor, fertilizers, pesticides, water consumption during field trials, as well as costs associated with variety demonstrations, including land preparation, staffing, seeds, technical training, and organizing on-site observation meetings.
39-4. Supervision and Inspection of Crop Seeds. Focusing on the supervision of seed quality for corn, cotton, and wheat, dedicated funds have been allocated to carry out targeted seed-quality inspections and sampling. These activities include winter sampling at seed companies, seasonal sampling in seed markets during spring and autumn, as well as purity checks in wheat seed-production fields and corn seed-production fields. Testing will cover both conventional and molecular analyses: conventional tests will assess seed moisture, cleanliness, germination rate, and purity, while molecular testing will include assays for genetically modified components and SSR-based variety authenticity verification—covering all associated costs.
39-5. Disaster Relief and Grain Reserve Seed Project. In accordance with the "Implementation Opinions on Further Improving the Provincial Reserve System" issued by the People's Government of Hebei Province, special funds have been allocated to fulfill the provincial disaster-relief and famine-prevention seed reserve task, ensuring post-disaster recovery of agricultural production and facilitating market adjustments. From 2020 to 2025, the provincial reserve will remain at around 5 million kilograms. The beneficiaries are the storage units tasked with carrying out the provincial disaster-relief and famine-prevention seed reserve duties; these special funds will be used to provide subsidies covering expenses incurred during the storage process—such as storage management, seed inspection, natural losses, losses from resale, and interest subsidies on loans—helping these units successfully complete their assigned responsibilities.
39-6. Livestock and Poultry Superior Breed Breeding Subsidy Project. To accelerate the development of the livestock and poultry breeding industry, a special subsidy program for superior breed propagation was launched in 2021. This initiative supports the introduction of high-quality genetic resources for key livestock and poultry species, including dairy cows, beef cattle, laying hens, and broiler chickens. Priority is given to strengthening the construction of superior breeding systems at national core breeding farms and national livestock and poultry seed expansion bases. Eligible breeding farms can receive subsidies covering up to 30% of their purchase costs for introduced breeding stock. Specifically, dairy and beef cattle farms are eligible for support funds capped at 3 million yuan, while grandparent stock farms for laying hens and broiler chickens will receive funding based on their scale and production volume—farms raising more than 100,000 chicken sets can secure up to 3 million yuan, whereas those raising fewer than 100,000 sets are eligible for subsidies capped at 2 million yuan.
39-7. Livestock and Poultry Production Performance Testing Project. Continue implementing the National Livestock and Poultry Genetic Improvement Program, leveraging nationally recognized core breeding farms to strengthen performance testing for livestock such as pigs, dairy cows, beef cattle, and layer chickens. Enhance foundational breeding efforts by refining the genetic evaluation system, while encouraging breeding enterprises to develop high-quality livestock varieties tailored to China’s unique needs, ensuring a robust supply of superior genetic resources. Eligible beneficiaries include national-level core breeding farms within the province responsible for performance testing of pigs, dairy cows, beef cattle, and layer chickens, as well as semen stations that are members of the progeny-testing consortium. Subsidies will be provided based on the specific performance-testing targets: - For meat-type bull progeny testing at semen stations, a subsidy of 60,000 yuan per bull will be awarded. - For dairy-type bull progeny testing, the subsidy is 12,000 yuan per bull. - For beef cattle core breeding farms conducting performance tests, a subsidy of 1,000 yuan per animal will be provided. - For dairy cattle core breeding farms performing tests, the subsidy is 500 yuan per animal. - For pig performance testing, a subsidy of 200 yuan per animal will be granted. - For dairy cow performance testing, a subsidy of 70 yuan per animal will be given. - For layer chicken core breeding farms, a subsidy of 60 yuan per bird will be provided for progeny testing.
39-8. Livestock Improvement Subsidy Program for Pigs. Funds will be allocated to subsidize breeding sows that undergo artificial insemination using advanced reproductive technologies, promoting the widespread adoption of AI techniques to enhance the genetic quality of pig breeds and foster the sustainable, healthy development of the swine industry. Eligible beneficiaries include sow farmers who utilize semen provided by semen supply units (boar stations) officially registered with the Provincial Department of Agriculture and Rural Affairs for AI procedures. Specifically, eligible breeding sows in project counties and surrounding areas will receive a subsidy of 20 yuan per high-quality semen dose, based on an annual usage rate of 4 doses per sow.
7. Agricultural Product Quality and Safety, along with Disease Prevention and Control
40. Project for Enhancing the Capacity in Quality and Safety Testing and Control of Agricultural Products. Continue to allocate dedicated funds to enhance the capacity for agricultural product quality and safety testing and control. These funds will primarily support strengthening the agricultural product quality and safety traceability system, as well as improving regulatory, testing, and enforcement capabilities at both the provincial and grassroots levels. This includes conducting routine monitoring and targeted inspections across the province to ensure agricultural product safety, promoting the establishment of provincial-level agricultural product quality and safety demonstration counties, and boosting the certification process and technical standardization efforts for "Two Products and One Standard" products. Specifically, each county selected for quality and safety improvement initiatives will receive 800,000 yuan, while Langfang City’s city-wide initiative is allocated 5 million yuan. Additionally, 28 pilot demonstration units will be supported with a subsidy of 100,000 yuan each to advance the implementation of qualified certificates for food products. Eleven demonstration counties focusing on agricultural product traceability and certificate programs will also receive an 800,000-yuan subsidy per county. Furthermore, 16.6 million yuan will be invested to bolster testing capabilities at city and county levels, along with training initiatives. Finally, 7 million yuan will be allocated to provide subsidies for certified "Two Products and One Standard" products.
41. Mandatory immunization subsidy. The initiative supports 68 green pest control demonstration counties across the province. Based on factors such as demonstration scale, crops, and technologies, each county will receive subsidies ranging from 50,000 to 200,000 yuan. Priority is given to demonstrating and promoting agricultural control methods, physicochemical诱控 techniques, biological control strategies, ecological management approaches, and the scientific use of pesticides. This includes providing subsidies and assistance for procuring green pest control materials (including adjuvants), offering operational subsidies for integrated pest management services, supporting technical guidance provided by plant protection agencies, as well as funding outreach activities such as publicity, training sessions, material printing, labor consultations, and the production of informative display signs.
42. Subsidy for the harmless disposal of dead pigs. Considering factors such as the total volume of live pig farming, the amount of diseased and dead pigs undergoing harmless treatment, and the centralized processing capacity of specialized harmless treatment facilities, the subsidy funds for harmless treatment in each city and county are calculated based on the previous year’s nationwide figures for treating diseased and dead pigs at the farming stage. These funds are then allocated to local areas in fixed blocks for dedicated use, covering expenses related to the harmless treatment of diseased and dead pigs during the farming process. Following the principle of "whoever handles it gets the subsidy," financial assistance is provided to those involved in each stage—including submission, collection, temporary storage, loading/unloading, transportation, harmless treatment, and final confirmation.
43. Mandatory Compensation for Culling of Animal Disease Outbreaks. During the prevention, control, and eradication of animal diseases, owners of animals subject to mandatory culling receive a financial subsidy. Currently, the types of compulsory-culling diseases covered by the financial assistance program include African swine fever, foot-and-mouth disease, highly pathogenic avian influenza, peste des petits ruminants, brucellosis, tuberculosis, glanders in horses, and equine infectious anemia. The average subsidy rates are as follows: 5–15 yuan per poultry bird, 130–1,200 yuan per pig (with a specific subsidy of 1,200 yuan per pig for African swine fever culling), 170–500 yuan per sheep, 600–3,000 yuan per beef cattle (including draft oxen), 1,500–6,000 yuan per dairy cow, and 4,000–12,000 yuan per horse.
44. Control and Prevention of Major Diseases and Pests in Key Crops. The support is aimed at new agricultural business entities directly engaged in farming activities, enabling them to carry out unified pest control operations. This assistance will be used for "one spray, three protections" against major wheat diseases and pests, as well as for comprehensive, green-based pest management of critical threats like the fall armyworm in corn fields. Specifically, a subsidy of 5 yuan per mu will be provided for controlling major mid-to-late stage wheat diseases and pests, as well as for managing significant mid-to-late stage corn pests.
45. Integrated Demonstration of Technologies for Reducing Pesticide Use While Enhancing Efficiency. The initiative supports 68 green pest control demonstration counties across the province. Based on factors such as demonstration scale, crops, and technologies, each county will receive subsidies ranging from 50,000 to 200,000 yuan. Priority is given to demonstrating and promoting agricultural control methods, physicochemical诱控 techniques, biological control strategies, ecological management approaches, and the scientific use of pesticides. This includes providing subsidies and assistance for procuring green pest control materials (including adjuvants), offering operational subsidies for integrated pest management services, supporting technical guidance provided by plant protection agencies, as well as funding for outreach activities like publicity, training sessions, material printing, labor consultations, and the production of informative display signs.
46. Pilot program for the recycling and disposal of pesticide packaging waste. The initiative supports 14 pilot counties focused on the recycling and disposal of pesticide packaging waste. Specifically, AnGuo City will receive a subsidy of 1.02 million yuan (including costs for developing and implementing the province-wide monitoring system), while each of the remaining 13 counties will get a grant of 460,000 yuan. The program prioritizes supporting these pilot counties by funding the construction of necessary facilities, as well as the collection, transportation, and proper disposal of pesticide packaging waste. This includes setting up dedicated recycling stations equipped with relevant tools and equipment, developing and deploying a comprehensive monitoring system for tracking the entire recycling and disposal process, and providing technical guidance, awareness campaigns, training sessions, printed materials, expert consultations, and labor services to ensure the successful implementation of these activities.
47. Agricultural Products Geographical Indication Protection Project. Focusing on categories such as grains & oils, fruits & vegetables, traditional Chinese medicinal materials, and aquatic products, the initiative will select a group of geographically distinctive agricultural products that demonstrate strong growth potential and high market recognition. These products will be prioritized for development across three key areas: uncovering unique regional resources, fostering specialized industry growth, and promoting time-honored farming traditions. In 2021, the program will support the implementation of four Geographical Indication Protection Projects for agricultural products, with each project receiving a subsidy of 5 million yuan. Funds will be allocated to establish breeding bases and core production facilities for GI-protected agricultural varieties, enhancing both production capabilities and supporting infrastructure like storage and fresh-keeping systems. Additionally, the initiative will optimize and rigorously enforce standardized production practices, ensuring the comprehensive development of an industry-wide quality standards framework. Furthermore, efforts will be made to highlight the rich cultural heritage tied to traditional farming practices, telling compelling stories about the history of these landmark products while boosting product promotion and strengthening brand identity. Finally, the program will emphasize the importance of marketing labeled products by establishing robust quality certification and traceability management systems, ensuring transparency and trust throughout the supply chain.
8. Rural Living Environment Improvement
48. Provincial-level subsidy for rural toilet renovations. The support is targeted at counties (cities, districts) across the province that have been assigned tasks for household toilet renovations and public restroom construction. Subsidies will be provided through various methods, including direct grants, reimbursement after construction, and performance-based incentives, encouraging beneficiary households to actively participate. Based on the task targets reported by each county (city, district), subsidies will be allocated at a rate of 500 yuan per household toilet and 10,000 yuan per public restroom, helping all 166 counties (cities, districts) in the province meet their annual goals for household toilet upgrades and public restroom development within their respective regions. Funds will primarily be directed toward constructing and renovating rural household toilets, building and upgrading public restrooms, as well as supporting projects focused on harmless treatment and resource utilization of fecal waste, and enhancing long-term maintenance capabilities.
49. County-wide Improvement of Rural Domestic Wastewater Treatment. The program supports counties (cities, districts) that are advancing rural domestic wastewater management on a county-wide scale. Eleven counties (cities, districts) will be selected to implement comprehensive, multi-model projects aimed at effectively treating rural domestic wastewater across all villages within their jurisdictions, ensuring full coverage of such treatment or completing all rural wastewater management tasks outlined in the "14th Five-Year Plan" within the current year. Funding allocations will be determined based on factors such as the number of villages, rural population size, and per capita available financial resources in each county, with tiered incentives awarded according to task volumes and the performance evaluation results of provincial fiscal funds. Subsidies will range from 5.1 million to 21 million yuan, with priority given to projects focused on constructing and upgrading rural wastewater treatment systems, control infrastructure, and initiatives targeting the remediation of black-and-odor water bodies. Additionally, funds can be strategically used to pilot new integrated approaches for treating both toilet waste and domestic wastewater collaboratively, supporting the development of interconnected household networks as well as decentralized and centralized treatment facilities.
50. County-wide Improvement of Village Lane Paving. The program supports county-level (city or district) initiatives aimed at improving and paving village lanes across entire counties. Support measures include direct subsidies, reimbursement after construction, and performance-based incentives, encouraging beneficiary households to actively participate. The initiative prioritizes 36 counties (cities or districts) where the paving of 36 major streets has already been largely completed, now focusing on advancing lane-paving projects throughout the entire county—extending these efforts to all villages within the county to achieve near-universal coverage of paved village lanes. Funding allocations are determined by evaluating factors such as the number of villages, rural population size, and per capita fiscal capacity in each county, with tiered incentives awarded based on task volume and the province’s financial performance evaluation results. Subsidies range from 2.59 million to 5.7 million yuan, with funds primarily directed toward constructing and upgrading hardened roads within village areas.
51. Rural Revitalization Demonstration Zone Project. The support is directed toward 22 provincial-level rural revitalization demonstration zones, including Gaoyi County, selected and identified across the province, with subsidies ranging from 6 million to 20 million yuan. These funds will primarily be used to implement projects aimed at improving rural living environments within the demonstration zones—such as enhancing village cleanliness and order, managing domestic wastewater, upgrading toilets, and beautifying village landscapes.
52. Village cleanliness and order enhanced—county-wide improvement underway. The initiative supports 30 villages selected based on a comprehensive assessment and ranking that considers factors such as the number of villages in each county, rural population size, and per capita available financial resources. These villages will undergo clean-and-organized upgrades across the entire county, with tiered incentives ranging from 2.7 million to 3.3 million yuan, determined by task volume and provincial fiscal fund performance evaluations. The funds will primarily be allocated toward developing small parks, vegetable gardens, fruit orchards, public green spaces, and communal parking areas on more than 80% of the village’s previously unused residential land, significantly enhancing village cleanliness and driving forward the comprehensive improvement of rural living environments.
9. Rural Reform and Other Initiatives
53. Supporting pilot programs for rural residential land system reform. In accordance with policy documents such as the "Notice from the Ministry of Agriculture and Rural Affairs on Actively and Steadily Promoting the Revitalization and Utilization of Idle Rural Homesteads and Vacant Houses," special funds were allocated in 2021 to pilot rural homestead management initiatives. These funds aim to standardize the administration of rural homesteads and encourage the effective revitalization and utilization of idle land and vacant residences. The pilot program supports four counties (cities/districts)—Pingquan City, Xindu District of Xingtai City, Fengfeng Mining District of Handan City, and Dingzhou City—to implement national-level reforms of the rural homestead system. Additionally, 10 other counties (cities/districts)—including Xingtang County, Kangbao County, Luanping County, Qinglong County, Yutian County, Sanhe City, Xushui District of Baoding City, Wuqiao County, Wuyi County, and Guantao County—are selected to carry out provincial-level pilot projects focused on standardized homestead management and the revitalization of idle rural homes and vacant properties. Each of the national pilot counties (cities/districts) receives a funding allocation of 2 million yuan, while each provincial pilot county (city/district) is provided with 140,000 yuan. These funds are primarily earmarked for activities such as conducting baseline surveys of homestead management and utilization data, building foundational databases, establishing robust management systems, providing implementation guidance, organizing promotional campaigns and printed materials, and facilitating pilot exchange programs and training sessions at the provincial level. Notably, the provincial funding allocated to the national pilot counties (cities/districts) is generally not intended for activities directly related to village-level homestead consolidation, house demolition, waste removal, or environmental improvements within the pilot areas.
54. Policy on fiscal support for establishing and improving the agricultural credit guarantee system. The guarantee coverage is limited to agricultural production—encompassing farming, forestry, animal husbandry, fisheries, and agricultural infrastructure development—as well as industry integration projects directly tied to agricultural activities. These include services provided within counties to agricultural producers, such as supplying agricultural inputs, offering farming technologies and machinery, purchasing, storing, preserving, and marketing agricultural products, facilitating primary processing, and supporting emerging agricultural business models. The initiative emphasizes robust support for the production of critical agricultural commodities like grain and live pigs. Targeted at family farms, large-scale growers and breeders, farmer cooperatives, agricultural social service organizations, small- and micro-sized agribusinesses, and other moderately scaled agricultural operators—including eligible entities from state-owned agricultural (and farm) enterprises—the maximum outstanding loan balance per borrower is capped at RMB 10 million, with policy-backed loans ranging from RMB 10 million to RMB 30 million accounting for at least 70% of the total guaranteed portfolio. Based on the unique characteristics of the province’s agricultural sectors and the financing needs of new types of agricultural businesses, the "Ji Nong Dan" product suite has been progressively rolled out. This comprehensive system features eight integrated, standardized products, including Grain Planting Loans, Livestock & Poultry Breeding Loans, Vegetable Cultivation Loans, and Inclusive Loans, effectively covering nearly all major agricultural industries across the province. The annualized guarantee fee rate stands at 0.8%, with a reduced rate of 0.5% specifically applied to policy-driven poverty alleviation projects.
55. Premium Subsidies for Specialty Agricultural Insurance. In 2021, pilot programs were launched in 15 counties—including Xingtang, Xinle, Gucheng, and Chengde County—covering specialized agricultural insurance products such as wheat yield insurance, corn price index insurance, apple natural disaster insurance, and pear cultivation insurance. Each provincial-level pilot received premium subsidies of approximately RMB 1 million, covering 50% of the total premiums. Typically, insurance rates did not exceed 8%. The subsidy program targeted socialized agricultural service organizations, new types of agricultural business entities, and select small-scale farmers. These initiatives aim to actively explore innovative approaches to agricultural specialty insurance in our province, further identifying risk points across the entire production cycle and value chain of these niche industries. By carefully distinguishing between different stages of protection, the programs will refine tailored insurance strategies. Ultimately, the goal is to develop insurance products under the principle of "government guidance combined with market-driven operations," fostering a win-win scenario where subsidies are delivered efficiently, industries remain secure, farmers benefit significantly, and insurance providers achieve long-term sustainability.
