The State Council Report on the Implementation of the National Economic and Social Development Plan for This Year
On August 8, the 21st plenary meeting of the 13th National People's Congress Standing Committee was held. Entrusted by the State Council, He Lifeng, Director of the National Development and Reform Commission, delivered a report on the implementation of this year's national economic and social development plan. The report noted that China's economy experienced a downturn followed by a recovery in the first half of this year, with economic performance steadily improving month by month since the second quarter. Key indicators showed significant positive momentum, as production and demand continued to rebound, employment and people's livelihoods remained well-protected, market expectations continued to improve, and the economy demonstrated a recovery-driven growth trajectory—while overall societal stability remained intact. The report also outlined priority tasks for the next phase, including maintaining unwavering vigilance in ongoing routine epidemic prevention and control efforts, proactively supporting businesses facing difficulties to ensure their recovery and growth, deepening and refining measures aimed at boosting domestic demand, and firmly safeguarding the stability of industrial and supply chains, as well as food and energy security.

The National Development and Reform Commission and the Ministry of Finance jointly issued the "Administrative Measures for the National Commercial Fertilizer Reserve."
Fertilizers are often referred to as "food for food," contributing more than 40% to increased grain yields. Looking ahead, domestic potash resources will likely remain scarce, while challenges persist in balancing the year-round production of nitrogen and phosphate fertilizers with their seasonal, concentrated use—and the ongoing issue of long-distance transportation between production areas and consumption regions. With approval from the State Council, the previously separate initiatives—the "Central Disaster Relief Fertilizer Reserve," the "Off-Season Commercial Fertilizer Reserve," and the "National Potash Reserve"—have now been unified under the umbrella of the "National Commercial Fertilizer Reserve." To ensure effective management of this reserve system, the National Development and Reform Commission recently collaborated with the Ministry of Finance to jointly issue the "National Fertilizer Commercial Reserve Management Measures."

This initiative aligns with the "Notice from the General Office of the State Council Forwarding the National Development and Reform Commission's Guiding Opinions on Deepening the Integration and Sharing of Public Resource Trading Platforms" (Guobanh [2019] No. 41), which emphasizes the principle of "mandatory inclusion where applicable" for public resource transactions. By expanding the reach of public resource trading platforms and fostering market-oriented forest rights trading, this move plays a crucial role in unlocking the potential for "lucid waters and lush mountains" to become "mountains of gold and silver," thereby driving sustainable economic growth and environmental preservation.

The National Development and Reform Commission has allocated 180 million yuan to support local initiatives aimed at using public works programs to consolidate poverty alleviation achievements and seamlessly connect them with rural revitalization efforts.
To deeply implement the important speech delivered by General Secretary Xi Jinping at the symposium on securing a decisive victory in poverty alleviation, as well as to follow Premier Li Keqiang’s key instructions and relevant directives on work-relief programs, the National Development and Reform Commission recently urged several provinces to launch pilot projects aimed at consolidating poverty-alleviation achievements through work-relief initiatives while aligning them with the rural revitalization strategy. These efforts also seek to further expand the scope, construction sectors, relief methods, and beneficiary groups of work-relief programs.

Across various regions, poverty-stricken counties have been encouraged to consolidate agricultural-related funds totaling 700 million yuan, while vigorously promoting work-for-relief programs that have helped create local employment opportunities for 35,000 people.
In January of this year, the National Development and Reform Commission, jointly with the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation, issued the "Notice on Vigorously Promoting Work-for-Relief Measures in the Pilot Program for Coordinating and Integrating Fiscal Agricultural Funds in Poverty-Stricken Counties." The notice encourages local governments to consolidate fiscal agricultural funds and adopt work-for-relief approaches to carry out rural and agricultural infrastructure projects, thereby boosting employment and income opportunities for more rural residents. Since the issuance of the notice, local authorities have swiftly refined and implemented policy measures, guiding poverty-stricken counties to pool nearly 700 million yuan in fiscal agricultural funds. Through these efforts, a large number of rural and agricultural infrastructure projects have been launched using work-for-relief methods, creating local employment opportunities for 35,000 low-income rural individuals. As a result, over 100 million yuan in labor compensation has been distributed, yielding significant and tangible outcomes.
