“One Helmet, One Belt” — the “helmet” refers to a safety helmet, and the “belt” refers to a seatbelt.
The Traffic Management Bureau of the Ministry of Public Security has issued a notice announcing that, starting June 1, 2020, a nationwide "One Helmet, One Belt" safety campaign will be launched! In response to this initiative, at the beginning of Safety Production Month, the Corporate Management Department of Leshou Group, in collaboration with the Safety Division of the Feed Business Unit, conducted a comprehensive safety inspection to ensure thorough implementation of the "One Helmet, One Belt" safety measures.

Starting June 2, Zhao Shuo from the Enterprise Management Department of Leshou Agricultural and Pastoral Group, along with Manager Qiao (Qiao Jifeng) from the Safety Division, arrived at the company at 6 a.m. to conduct a thorough, vehicle-by-vehicle inspection, working together with security guard Master Li (Li Jizeng). They launched a "One Helmet, One Belt" advocacy and enforcement campaign, emphasizing that motorcycle and electric bicycle riders must properly wear safety helmets, while car drivers are encouraged to always fasten their seat belts.
This inspection checked more than 30 cars, 1 motorcycle, and over 20 electric bicycles. Individuals found not wearing helmets or using seat belts were provided with safety education and guidance, and they were urged to equip themselves promptly.



One helmet, one seatbelt—safety assured.
During driving, it is crucial for motor vehicle drivers and passengers to properly wear seat belts as required, while motorcycle and electric bike riders—and their passengers—must also correctly use helmets as mandated. These measures serve as a vital safeguard for the safety of both drivers and passengers. According to statistics, motorcycles, electric bicycles, and cars are the vehicles most frequently involved in fatal traffic accidents. Among motorcycle and electric-bike crashes, 80% of fatalities result from severe head injuries. Meanwhile, in car accidents, many deaths occur when occupants are ejected from the vehicle due to not wearing seat belts. Research shows that properly wearing a helmet and consistently using a seat belt can reduce the risk of dying in a crash by 60% to 70%.
In traffic accidents, wearing a seatbelt can increase the chances of occupants surviving by up to 60%. Recent research shows that passengers in the back seat who aren’t buckled up during a crash are likely to slam forcefully into the front seats, creating a massive impact that raises the risk of death for the driver or front-seat passenger—increasing their likelihood of fatal injury by roughly five times.
Electric bicycles are one of the primary modes of transportation for commuters, yet they also rank among the vehicles most likely to cause serious injuries or fatalities in traffic accidents. A key reason behind the high injury and death rates associated with electric bike accidents is their poor safety protection features. In fact, electric bike-related road crashes account for nearly 50% of all traffic fatalities, with about 80% of these incidents resulting in fatal head injuries. Moreover, riders and passengers of electric bikes often lack adequate traffic safety awareness, and unfortunately, most still haven’t developed the habit of wearing helmets properly.
To this end, the Group’s Corporate Management Department and Safety Division will urge all employees across the organization to strengthen their awareness of wearing safety helmets and using seat belts. The entire group will focus on further enhancing riders’ awareness—both motorcyclists and e-bike users—about the importance of wearing helmets, as well as ensuring that car drivers and passengers fully embrace the habit of buckling up. Specific targets will be set, and strict management measures implemented, with the goal of achieving a helmet-wearing rate of over 90% among motorcycle and e-bike riders—and a 100% seatbelt usage rate among car drivers and passengers—within three months. In daily operations, we will consistently promote and guide employees, fostering a positive and supportive environment. At every level and in every department, we’ll ramp up communication efforts to create a collaborative, multi-level approach to safety management. Ultimately, this initiative aims to ensure that managing business also means managing safety, firmly placing responsibility for safety squarely on each individual. By doing so, we’ll boost the overall “one helmet, one belt” compliance rate across the board, turning these safety practices into a natural, everyday habit for everyone.
The Group, together with its business units, will continue to maintain a strict enforcement stance, relentlessly working toward fully achieving the target rates for motorcycle and electric bicycle riders wearing safety helmets, as well as car drivers and passengers using seat belts!



Relevant penalty provisions
According to relevant provisions of the Road Traffic Safety Law: Drivers who fail to wear a safety helmet as required while operating a motorcycle will receive 2 penalty points and be fined 50 yuan. Passengers riding a motorcycle without wearing a safety helmet will also be fined 50 yuan.
When driving on roads outside of highways or urban expressways, drivers who fail to wear seat belts as required will be fined 50 yuan. Similarly, passengers in motor vehicles who do not use seat belts as mandated will also face a 50-yuan fine.

To ensure the effectiveness of the cleanup efforts, the Group and its business units will vigorously launch the "One Helmet, One Belt" safety campaign. All employees are required to align their mindset and significantly strengthen enforcement against violations such as failing to wear seat belts while driving motor vehicles or not wearing helmets when riding two-wheeled vehicles—thereby enhancing the targeted and practical impact of the initiative.
The Corporate Management Department of Leshou Agricultural and Pastoral Group reminds all drivers and passengers: For your safety and the well-being of your family, whether you're riding a motorcycle or an electric bicycle—and regardless of whether you're in the front or back seat—please ensure you wear your safety helmet correctly and fasten your seatbelt properly.
