According to the plan, the "High-Quality Grain Project" construction primarily includes building a post-harvest grain service system, establishing a grain quality inspection and monitoring system, and implementing the "Good Grain & Oil of China" initiative.

Building a post-harvest service system for grain, Primarily for the purchase of postpartum drying and cleaning equipment, along with essential logistics and warehousing facilities, routine grain quality testing instruments and equipment, and online trading terminals connected to the national grain trading platform.

Construction of a grain quality inspection and monitoring system, The main focus is to upgrade and equip grain quality inspection agencies with advanced testing instruments and equipment, enhance supporting infrastructure, and strengthen their capacity for grain quality inspection and monitoring.

"China Good Grain and Oil" Action Plan, This primarily involves optimizing planting structures, cultivating and promoting high-quality varieties to drive "superior grains, superior production"; implementing procurement based on the principle of "superior grains, superior prices" to boost farmers' incomes and encourage "superior grains, superior purchasing"; adopting variety- and grade-specific storage practices, while advancing green and smart technologies for grain preservation to foster "superior grains, superior storage"; promoting moderate processing of grain and oil products, fostering a circular economy in the grain sector, and advancing "superior grains, superior processing"; and finally, carefully selecting and identifying "premium grain and oil" products, expanding distribution channels, launching targeted marketing campaigns, and leading consumer upgrades to enhance "superior grains, superior sales."
 
According to the plan, the construction of the post-harvest grain service center will undergo acceptance testing this December. Meanwhile, the establishment of the grain quality and safety inspection and monitoring system will also be completed by the end of December this year, marking the full completion of all project tasks for the grain quality inspection system. The "Good Grain and Oil of China" Action Plan will complete project investments totaling 471.65 million yuan by the end of December this year, accounting for 80% of the total investment; an additional 120.55 million yuan will be invested by the end of December 2021, representing 20% of the overall budget.

The plan calls on all cities to actively identify and cultivate advanced, exemplary models under the "High-Quality Grain Project." In principle, cities with more than 10 ongoing construction projects should each establish 2 to 3 advanced demonstration units for post-harvest grain service centers and quality inspection institutions. For cities with fewer than 10 ongoing projects, each should launch 1 to 2 such exemplary units. Meanwhile, the province as a whole will select and promote 2 to 3 "China Good Grain & Oil" demonstration models.
