Additionally, we’ll establish five regional quality-tracing and full-chain service centers in the Taihang Mountains, Yanshan Mountains, Central Hebei, Southern Hebei, and the Bashang Plateau regions.
 
5. An investment of 25 million yuan will be allocated to a high-quality, specialized grape cluster. Leveraging our province's advantageous position as a prime grape-growing region located at 40 degrees north latitude, we will promote premium grape varieties and establish standardized, facility-based cultivation sites across the Huai-Zhuo Basin, the southern foothills of the Yanshan Mountains in the Tang-Qin area, and traditional, high-yield growing regions in central and southern Hebei Province. This initiative aims to enhance grape quality and solidify our province’s reputation as a leading producer of superior grapes in China. Funds will primarily support structural adjustments and back new infrastructure projects for grape cultivation.
 
6. A 25-million-yuan mountain apple cluster has been established. Focusing on superior seed propagation, base construction, and variety optimization in the shallow hilly regions of central-southern Hebei and the northeastern mountainous areas of the province, this initiative aims to build Hebei’s apple industry into a new "aircraft carrier" of agricultural excellence. Funds will primarily support the development and upgrading of large-scale, branded, high-quality, and efficient apple-growing bases, further expanding the area dedicated to cultivating premium apples.

These efforts aim to effectively enhance both the average milk yield per cow and overall farming profitability, accelerate the pace of expanding high-quality, high-producing dairy herds, and strengthen the competitive edge of Hebei's dairy sector.
 
 
 

Seed Industry Infrastructure Development

 
To effectively implement the strategic decisions and arrangements for winning the battle to revitalize the seed industry, we will ground our efforts in Hebei's unique seed industry context. With the goal of enhancing the self-sufficiency rate and competitiveness of core seed varieties, we will balance short-term needs with long-term vision, prioritize both development and security, and integrate domestic and international perspectives. This will involve launching a Seed Industry Enhancement Project, strengthening science and technology support for the sector, backing seed companies to grow stronger and larger, and ultimately improving the quality, efficiency, and competitiveness of Hebei's seed industry—driving innovative development across the province.
 
1. Construction of specialized crop seed-breeding bases will receive 12 million yuan in funding. Following the principles of "supporting excellence and strengthening key areas, emphasizing unique features, and implementing steps systematically," seven high-quality seed-breeding bases will be established—featuring Wuji's dual-high soybeans, Shunping's fresh corn for direct consumption, Cixian's sweet potatoes, Pingquan's edible mushrooms, Anguo's traditional Chinese medicinal herbs, Gaoyi's honeydew melons, and Jize's chili peppers. Priority will be given to upgrading and enhancing existing facilities, as well as constructing and expanding standardized production infrastructure.
 
2. 6 million yuan allocated for innovative breeding in specialized seed industries. Guided by the government, driven by enterprises, and supported by research institutions, 12 specialized seed industry innovation alliances have been established—focusing on water-efficient wheat, high-quality strong-gluten wheat, fresh-market corn, dual-high soybeans, high-oleic peanuts, cruciferous vegetables, millet, potatoes, sweet potatoes, edible mushrooms, traditional Chinese medicinal materials, and Western melons. These alliances will prioritize support for activities such as developing and screening new crop varieties.
 
3. A subsidy of 12 million yuan is allocated for the breeding and propagation of superior livestock and poultry breeds. This funding supports the breeding of core varieties of dairy cows, beef cattle, laying hens, broiler chickens, and other major livestock and poultry species, with a particular focus on strengthening the infrastructure of national core breeding farms and national bases dedicated to expanding and improving high-quality livestock and poultry breeds.
 
 Focusing on building 10 distinctive, high-value agricultural industry clusters—such as strong-gluten wheat, premium millet, premium vegetables, authentic medicinal herbs, specialized high-quality grapes, mountain apples, premium dairy products, superior pork pigs, elite egg-laying chickens, and specialty aquatic products—we will prioritize the rapid enhancement of quality and green agriculture. This approach will accelerate the restructuring of our province’s agricultural sector while firmly supporting large-scale, industrialized, and market-oriented agricultural development. We’ll vigorously promote high-quality, efficient farming practices, tailoring strategies specifically for regional agricultural systems—including立体农业 (integrated multi-layered farming) and节水农业 (water-saving agriculture)—to drive the high-quality growth of our agricultural economy.
 
 
 

Agricultural Water-Saving Subsidies

 
Implementing the Provincial Party Committee and Provincial Government’s "Implementation Opinions on Further Strengthening Ecological Civilization Construction and Deepening Comprehensive Governance of Groundwater Over-extraction," we will further leverage the advantages of dryland rain-fed farming in agricultural water conservation and reducing groundwater extraction. Focus will be placed on the central and southern regions of Hebei Province, encouraging relevant counties (cities, districts) to actively expand the area under rain-fed dryland farming practices. Additionally, advanced counties (cities, districts) that successfully complete or even exceed their annual targets will receive incentives.
 
 
 

Tech-driven agricultural development

 
Accelerate efforts to tackle key core technologies in agriculture, prioritize the cultivation and attraction of agricultural experts and talent, break through technological bottlenecks hindering industry development, and ensure seamless channels for science and technology to reach villages and households. This will enable a shift in agricultural production—from being driven by traditional factors toward technology-led innovation. The project will continue supporting innovative service stations and the advancement of smart agriculture, providing robust assistance—such as facilitating project applications and implementation—to attract top-tier agricultural tech talent. Ultimately, this initiative aims to establish a comprehensive, highly innovative agricultural technology service network that connects seamlessly across five levels: provincial, municipal, county, township, and village—and extends all the way down to the grassroots, ensuring full coverage of specialized, high-value agricultural industries with cutting-edge technical services.
 
1. Construction of agricultural innovation stations receives 22.4 million yuan in funding. Across all counties in the province, provincial support is being provided to establish 64 agricultural innovation stations—each focused on a county-specific, agriculture-driven industry with unique advantages. These stations integrate technology research and development, innovation integration, and technology transfer and commercialization efforts. Additionally, dedicated expert teams will be assembled to foster long-term mechanisms that drive regional industrial growth, support new types of agricultural businesses, and deliver ongoing technical services and demonstrations of cutting-edge agricultural technologies.
 
2. ¥20 million allocated for smart agriculture development. Actively promoting digital transformation in specialized agricultural industries to enhance farming and operational efficiency. Priority will be given to deploying smart agriculture initiatives across 12 key industry clusters with distinct advantages, while supporting 20 counties (cities, districts) in establishing smart agriculture demonstration zones. Additionally, 10 counties (cities, districts) will receive support to pilot "Internet Plus" programs aimed at facilitating the distribution of local agricultural products from rural areas into urban markets.
 
3. Agricultural research collaboration and the application of science and technology talent introduction: 22 million yuan allocated. First, 13 million yuan has been earmarked for international agricultural cooperation initiatives. These funds will focus on key industry clusters such as high-quality wheat, premium vegetables, and premium dairy products. By introducing and leveraging foreign (overseas) agricultural seed resources, we aim to overcome critical technological bottlenecks in the seed industry, enhance the quality of Hebei’s distinctive and competitive agricultural products, and help more of the province’s specialties gain global recognition. The funding will primarily support overseas germplasm resource exchanges and collaborations, germplasm conservation efforts, germplasm identification and evaluation, field trials of these resources, as well as demonstration and promotion of newly developed varieties derived from imported materials. Second, 9 million yuan is allocated to the Agricultural Science and Technology Talent Introduction Project. This initiative is closely aligned with the development of 12 specialized and advantageous industrial clusters. It involves proactively connecting with high-level experts from Beijing-Tianjin and other provinces, inviting them—whether as leading talents or chief experts—to bring their innovative projects and cutting-edge results to Hebei for local implementation and commercialization. Additionally, the project will actively identify and attract a batch of groundbreaking scientific and technological achievements that address critical challenges, fill existing gaps, and tackle long-standing "bottleneck" issues. The funds will be prioritized toward scaling up and promoting major science and technology projects that directly meet the urgent needs of industrial growth, closely align with farmers’ production requirements, swiftly resolve developmental bottlenecks, and deliver significant economic, ecological, and social benefits.
 
 
 

Integrated Development of the Agricultural Industry

 
According to the work plan outlined in the "Opinions of the Hebei Provincial People's Government on Strengthening and Expanding Leading Agricultural Industrialization Enterprises," the initiative will focus on leveraging the province’s unique agricultural resources, addressing key gaps in Hebei’s agricultural industrialization development. It will prioritize the development of primary and advanced processing of agricultural products at their places of origin, promoting diversified product development, multi-level utilization, and value-added across multiple stages. This approach aims to enhance the integrated growth of rural industries—spanning primary, secondary, and tertiary sectors—while ensuring that the core players in the agricultural value chain remain rooted in rural areas and that the majority of value-chain benefits accrue directly to farmers. First, 50 million yuan will be allocated to support large-scale agricultural investment promotion efforts. Led by the provincial conference on the development of the agricultural processing industry, this initiative will attract high-tech, high-quality, and highly impactful agricultural projects that drive regional economic growth and upgrade the province’s agricultural processing sector. Additionally, 10 counties (cities, districts) across the province recognized for their outstanding performance in agricultural investment promotion will be selected and rewarded as model units for agricultural industrialization. Second, a 93 million yuan project will be launched to bolster agricultural processing capacity. Targeting regions where advantageous and specialty agricultural industries are concentrated, the program will focus on small- to medium-sized, rapidly growing agricultural enterprises. A select group of newly established projects from 2020 and 2021 will receive subsidized interest rates, helping businesses reduce financing costs and encouraging greater investment from the private sector to expand production capacity. The initiative will also foster the creation of 11 robust agricultural processing industry clusters, characterized by large-scale operations, high concentration, strong regional influence, and fully integrated supply chains. Furthermore, 36 centrally located townships with solid industrial foundations will receive targeted support to strengthen their agricultural processing capabilities. Finally, a 32 million yuan project will be implemented to extend and enhance the agricultural value chain. This effort will focus on cultivating one central kitchen industrial park and 20 exemplary central kitchen enterprises in the vicinity of Beijing-Tianjin, Xiong’an, and major cities within Hebei Province. Additionally, two province-wide promotional events showcasing premium leisure agriculture routes will be organized, resulting in the annual unveiling of 15 standout leisure agriculture itineraries. These initiatives will also lead to the designation of 30 “Beautiful Leisure Villages” across Hebei Province, celebrating the region’s vibrant rural tourism potential.
 
 
 

Brand-based Agricultural Development

 
Positioning the development of brand agriculture as a key component of specialized industrial cluster development, we will strengthen three critical areas: design, promotion, and marketing. This effort aims to cultivate and promote a group of renowned agricultural products under "Hebei Brands," along with robust regional public brands and leading enterprise brands, thereby expanding the influence of Hebei's premium agricultural offerings and enhancing their competitiveness in the market. With Beijing and Tianjin as our primary focus, we aim to boost market share for these high-quality products. In 2021, we supported the systematic creation of a series of "Hebei Brands," alongside 100 top-tier regional public brands and 50 pioneering enterprise brands.
