Additionally, a unified platform—known as the "Direct Communication Platform for Government-Enterprise Services"—will be established to streamline collaboration and deliver precise, tailored support. By adhering to principles of tiered management and region-specific strategies, these initiatives aim to help enterprises resume production in an orderly manner, ensuring a strong start and successful implementation of the "14th Five-Year Plan."
We have established a robust enterprise special envoy system, providing one-on-one support to over 50 key manufacturers of epidemic prevention and control supplies across the province. Daily monitoring and coordination are in place for critical pandemic-related products, equipment, and essential raw materials, ensuring real-time tracking and timely assistance. Additionally, we’ve strengthened the county-level liaison mechanism, with a particular focus on priority areas such as Shijiazhuang, Xingtai, and Langfang, where an industrial enterprise contact system has been set up to help businesses maintain orderly production while effectively addressing pandemic challenges. This ensures that every concern receives a timely response, effectively supporting companies in overcoming their difficulties.
Ensure the smooth operation of key industries. Focusing on the province's eight major industrial sectors and 24 key industrial chains, we will intensify efforts to connect and guide leading enterprises that demonstrate strong growth potential, involve numerous critical components, and have extensive cross-regional resource allocation. This includes closely monitoring enterprise production activities, providing timely support for the efficient use of emergency material transit hubs, and ensuring smooth handovers, transfers, and transportation of essential production supplies and vital raw materials. We are committed to fostering seamless coordination and collaborative production across the entire industry chain—spanning both upstream and downstream sectors, as well as within and beyond provincial borders, linking manufacturers, suppliers, and distributors. Additionally, for supporting enterprises located in other provinces, we will strengthen industry-specific coordination and mutual assistance initiatives.
Increase support for small and medium-sized enterprises. Establish a dedicated "Specialized, Fine, and New" express service group to achieve full coverage of provincial-level SMEs recognized as "Specialized, Fine, and New"; streamline the problem-feedback mechanism to promptly monitor and understand the recovery of business operations, while coordinating efforts to address challenges and resolve issues faced by these enterprises.
Ensure the smooth flow of production materials. Coordinate and implement national and provincial policies and measures aimed at ensuring smooth transportation during the pandemic control period, while firmly preventing the imposition of overly stringent or escalating restrictions. Collaborate across departments and cities within the province to pool resources effectively, systematically resume transportation services, and keep supply chains—including those for businesses—running smoothly.
Strengthen coordinated resource assurance. Establish a daily monitoring and weekly dispatch mechanism for industrial electricity consumption to promptly forecast trends in key regions. Leverage the joint conference mechanism for industrial economic operations to strengthen coordination and ensure the stable supply of critical resources such as coal, electricity, and transportation for enterprises, while closely tracking price movements of major raw material industrial products.
Boosting market consumption expansion. Launching the "From Factory to Home" epidemic-fighting and supply-assurance initiative, we’ll focus on critical supplies tied to pandemic prevention and people’s daily needs. We’ll identify a selection of well-known provincial enterprises and their products, leveraging Hebei Mobile’s “5G + Industrial Internet” platform to introduce the seamless "One-Click Delivery from Factory to Home" feature. This will enhance centralized product showcases and promotions, streamline online ordering channels, expand sales opportunities, and ultimately make daily life more convenient for residents.
Strengthen coordinated collaboration among Beijing, Tianjin, and Hebei. Highlighting regional collaboration, coordinating closely with the provincial coordination office, implementing the joint prevention, control, and response mechanism, and regularly compiling and sharing feedback. Additionally, assisting in connecting with relevant departments in Beijing and Tianjin, facilitating mutual support in critical epidemic prevention supplies, and collaborating on initiatives such as helping upstream and downstream enterprises in the industrial chain resume production, as well as ensuring robust information sharing among the three regions regarding major pandemic control efforts.
Enhance policy communication. Fully leverage platforms like WeChat Official Accounts and work groups to promptly share policies supporting the resumption of business operations and production.
Strengthen industrial operations and scheduling. Establish a daily monitoring, weekly scheduling, decadal analysis, and monthly reporting system to coordinate and ensure the smooth flow of production resources. Strengthen guidance for enterprises resuming operations, closely monitor the production and business conditions of key industries and companies within the jurisdiction, promptly identify emerging issues in industrial economic development, and oversee cities and counties in fulfilling their responsibilities for targeted support and assistance. This will ensure stable operation and sustained growth of the industrial economy.
