Recent Work Plan to Expand Domestic Demand and Boost Consumption
To further expand domestic demand—particularly by effectively boosting consumption—and to ensure the smooth flow of economic supply and demand, this work plan has been specifically formulated.
1. Drive offline service consumption to accelerate its integration with the internet, fully unlocking the potential of the online economy.
1. Enhance the "Internet + Healthcare Insurance" payment policy. On the premise of ensuring medical safety and quality, include costs for chronic disease follow-up consultations conducted via telemedicine within the scope of医保 reimbursement. (The National Healthcare Security Administration and the National Health Commission are responsible according to their respective duties.)
2. Enhance the supply of online smart sports events. Organize a nationwide smart sports competition, incorporating more disciplines such as smart skiing, smart football, smart racing, and smart cycling into the event schedule. Simultaneously, leverage expanded 5G application scenarios to boost rapid sales of fitness equipment and 5G-enabled devices. (The General Administration of Sport, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and other relevant departments will be responsible according to their respective duties.)
3. Expand the range of internet-based education service products. Diversify product offerings to provide universities with high-quality, socially and market-oriented online course resources, intelligent online teaching aids, and big-data-driven educational analysis and management systems—meeting institutions' procurement and usage needs while helping to elevate the overall level of educational informatization in higher education institutions. (Led by the Ministry of Education)
4. Promote the development of online museums to boost sales of cultural and creative products. Encourage cultural and museum institutions at all levels that meet the necessary conditions to establish online museums, integrating technologies such as 5G and virtual reality to enhance immersive exhibit presentations. Additionally, allow revenues generated from the development of cultural and creative products to be used, as per regulations, for the daily operations of cultural and museum institutions, acquisition of collections, and provision of public services. (The Ministry of Culture and Tourism, the Ministry of Finance, and other relevant departments will be responsible according to their respective duties.)
5. Reduce the costs of online entrepreneurship and employment for individuals. Guide e-commerce platforms to further fulfill their social responsibilities by appropriately lowering service fees—such as store setup and traffic generation—associated with transactions on their platforms. (The National Development and Reform Commission, the Ministry of Commerce, and the State Administration for Market Regulation will be responsible according to their respective duties.)
6. Promote the integrated online-and-offline development of property services. Establish a smart property platform to connect property service providers with various commercial offerings, creating seamless online and offline lifestyle service networks that meet residents' diverse needs for everyday living services. (The Ministry of Housing and Urban-Rural Development, the Ministry of Industry and Information Technology, the Ministry of Commerce, the National Health Commission, and other departments will be responsible according to their respective duties.)
II. On the basis of maintaining regular epidemic prevention and control, we will explore new models for service consumption.
7. Actively support the recovery and development of the catering industry. Encourage regions with suitable conditions to gradually resume operations at bars, coffee shops, restaurants, and other food-and-beverage establishments—provided that regular epidemic prevention measures are maintained and daily life of nearby residents remains unaffected. Tailor approaches to local circumstances and further ease restrictions on temporary outdoor seating arrangements. (The Ministry of Commerce, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, and other relevant departments will be responsible according to their respective duties.)
8. Increase efforts to issue tourism annual passes and integrated travel cards. Encourage metropolitan areas rich in attractions—such as those in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta, and the Greater Bay Area—to ramp up the distribution of tourism integrated cards and prepaid annual passes, while introducing more affordable and scenic travel routes. (The Ministry of Culture and Tourism is responsible.)
9. Intensify tourism promotion and marketing efforts. Strengthen brand leadership by successfully hosting the "Beautiful China Through the Seasons" national online tourism promotion campaign. Enhance collaboration with new media platforms, driving innovation in traditional tourism communication methods to stimulate diverse cultural and tourism consumption and revitalize the market. Focus promotional activities during holidays on eco-tourism and rural tourism destinations that boast abundant ecological resources and well-established, standardized homestay programs, encouraging more cross-provincial travel. Additionally, encourage regions to deepen partnerships with e-commerce platforms, establishing online stores and distribution centers, expanding rural logistics networks, and boosting sales of local specialty products. (The Ministry of Culture and Tourism, the Ministry of Commerce, and other relevant departments will be responsible according to their respective duties.)
10. Boost consumption in community-based lifestyle services. Implement policies effectively to ensure that the area allocated for new community commercial and integrated service facilities accounts for at least 10% of the community’s total floor space. Address gaps in municipal infrastructure and public service facilities within communities, and work toward building fully functional residential neighborhoods. In conjunction with initiatives like addressing infrastructure shortcomings in urban residential communities, upgrading older urban residential areas, and renovating existing housing and facilities in established communities, provide tailored support—such as land allocation, licensing assistance, and interior renovation guidance—to local businesses operating essential lifestyle services, including breakfast shops, household service centers, hair salons, and establishments offering elderly care and childcare services. (The Ministry of Commerce, Ministry of Housing and Urban-Rural Development, National Health Commission, National Development and Reform Commission, and other relevant agencies will be responsible according to their respective duties.)
11. Foster new habits in information consumption. Encourage regions with the necessary conditions to establish information consumption experience centers, showcasing the latest products and services in established commercial districts, and nurturing diverse new consumption models driven by information technology. (The Ministry of Industry and Information Technology is responsible.)
3. Implement policies to boost physical consumption and ensure a smoother, higher-level virtuous cycle between supply and demand.
12. Increase support for the renovation of older residential communities in urban areas. Building on the principle that "housing is for living, not for speculation," accelerate efforts to implement policies that allow residents of these older urban neighborhoods to withdraw from their housing provident funds to cover personal contributions toward self-occupied home improvements, such as installing elevators. Additionally, encourage local governments to provide incentives for adding elevators to eligible buildings within these older urban communities. (The Ministry of Housing and Urban-Rural Development, the Ministry of Finance, the People's Bank of China, and other relevant departments will be responsible according to their respective duties.)
13. Make better use of underground spaces to build public parking facilities. Drawing on practical experiences from various regions, local authorities are encouraged—where conditions permit—to develop public parking lots or multi-level parking garages in underground areas, following the relevant laws and procedures. Additionally, explore innovative reforms in the integrated management and operation of parking facilities, supporting operators in offering complementary services such as car maintenance, repair, detailing, cleaning, and even courier logistics, thereby boosting overall revenue generation from parking operations. (The National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, and other relevant agencies will be responsible according to their respective duties.)
14. Launch the "Reminder Campaign on Safe Usage Lifespan of Major Appliances." Encourage relevant social organizations to develop group standards for the safe use and replacement of household appliances, implement the "Reminder Campaign," ensure effective enforcement of these standards, and promote the timely replacement of aging major appliances. (The Ministry of Industry and Information Technology, the State Administration for Market Regulation, and other departments will be responsible according to their respective duties.)
15. Launch a nationwide recommended list for household emergency supplies during autumn and winter. Drawing on the successful experience of provinces like Beijing, which have already introduced their own provincial-level lists of essential home emergency items, develop a basic national version of the household emergency supply checklist. Encourage local areas to tailor and expand these lists according to their specific needs, while also guiding urban families to stock up on medical essentials such as first-aid kits. (The National Health Commission, the Ministry of Emergency Management, the National Development and Reform Commission, and other relevant departments will be responsible based on their respective duties.)
4. Better leverage both domestic and international factors and resources to strengthen support for manufacturing enterprises.
16. Accelerate the construction of 5G network base stations. Further reduce the operational electricity costs of 5G base stations by expanding market-oriented power trading, promoting the transition from indirect to direct power supply, and strengthening price regulation in the indirect power-supply segment. Additionally, encourage local governments to increase support for 5G network infrastructure—such as securing site resources and providing financial subsidies. (The National Development and Reform Commission, the Ministry of Industry and Information Technology, the State Administration for Market Regulation, and other relevant agencies will be responsible according to their respective duties.)
17. Further optimize the business environment for foreign investors. Fully implement the 2020 edition of the Negative List for Foreign Investment Access. Expand the Catalogue of Industries Encouraging Foreign Investment. Develop and introduce the 2020 edition of the Negative List for Foreign Investment Access specifically tailored for the Hainan Free Trade Port. 18. Further expand the scope of the "Same Line, Same Standard, Same Quality" initiative. Extend the implementation of "same line, same standard, same quality" for both domestic and export products to cover general consumer goods and industrial products, helping export-oriented enterprises gain a competitive edge in the domestic market by showcasing their high-quality offerings. (The Ministry of Industry and Information Technology, the Ministry of Commerce, the State Administration for Market Regulation, and other relevant departments will be responsible according to their respective duties.)
19. Increase financial support for manufacturing enterprises. Encourage the expansion of medium- and long-term loans and credit loans specifically for the manufacturing sector, while strengthening support for private enterprises, small and micro businesses, and foreign-invested companies. (The People's Bank of China, the CBIRC, the Ministry of Commerce, and other relevant agencies are responsible according to their respective duties.)
